I want to convert my commander to be holding two power swords with lightning painted on them and use the rules for lightning claws. Could I use this in a tournament or would I have to build another model for it with actual lightning claws?
I don't think this would be useable in a tourney -- lightning claws aren't named so because of lightning per se, but just because they are supposed to be quick and powerful. But for just playing around with friends and such, unless they're very strict about things, go for it.
You should really be asking the guys who arrange the tournament, but i think it would be best if you have a "reserve" model with the actual claws.

The problem with using this in a tournament is that WYSIWYG rules are in place so your oponent can determine what you have equiped by looking at your models. Two swords would definatelly be confusing to this end. Feel free to make the model but be sure to have one with lightning claws on hand just in case. I personally would not let this fly in any of the tournaments I judge.

Efficiency VS Point Cost VS Ease Of Use - Your best bets:
1) Chaplain led Assault squad - 2 plasma pistols, powerfisted sergeant
2) 8 man Devastator squad - 4 missile launchers
3) Land Speeder Tornado - HB + AC

Indeed, lightning claws have nothing to do with lightning. They do extra damage because they incorporate multiple power weapons into each claw.
I suppose you could have swords and claim they were unique, special power swords or something, but I don't know about tournament legality.
as was said WYSIWYG is a big thing in tourneys, i know i got screamed at for one of my tau conversions cos he had a pulse pistol and powerfist. it wasnt until i showed the army list to the judges and the guy i was playing and said it was a conversion to make a shasui look unique that the guy calmed down. i learnt my lesson
though my opponent did get marks deducted for bad sportsmanship (i kid you not when i say screamed the whole arena heard him)
definetly make another model for him just for tourneys other than that a twin power sword model is cool

I know that the claw is multiple power weapons but the claws don't fit with the theme of my army so I was thinking of painting lightning on swords to show they were lightning claws. Since my list is a work in progress I've changed the guy to have power weapon/closecombat weapon. Painting them green now. It fits better with my list and I actually like him better this way. (I can be very indecisive. VERY) Thanks.
