For close combat does the entire HQ including the commisar and officer count as a squad? I ask because I would quite like it if my opponent couldn't allocate attacks against them over the other cadians in the squad :-)
Commissar counts as an independent charecter in combat, as does you heroic/senior/junior officer, so im sorry but your enemy can target them alone.

Damn does that mean he can do the same to veteran sergeants in normal squads?

Commisar do not count as IC. they are not IC, they are advisors. The Officer is an IC. Commisars are the Guard answer to hidden powerfists.

Unless you have taken the "Independant Commissar" Docrtine, in which case your Commissars will be independant characters.
