I just got a Chaplain for my army, and was assembling him last night when I hatched an odd idea. I wanted to throw a flamer on him, but when I looked in the codex it said that he could take any weapon from the SM armory, but there are no flamers in the SM armory!
I guess that my question is 'can he still take a flamer in his off-hand'
Now, before any sort of hate-mail comes flooding in, I am doing this for my Fluff, not because I need it. And no 'combi-weapons' please. I want an honest to god flamer/
well u sadly can't use a flamer, but you can induct a demon hunter's grand master in termi armor and incinerator (str 5 flamer) :p
But aside from combi weapons its a no go man.
Maybe you can have a custom one, flamer in one hand, bolter in the other, and the power wep on his back. That would look nice as long as you remember to tell people its a combi-wep
"Heresy is like a garden weed, it won't stop feeding until you... BURN THE WHOLE DAMN GARDEN WITH A FLAMER, BURN IT, BURN IT TO HELL!!!!!" "Is there a wittle puppy in the garden? ITS A DAEMON! BURN IT!"
He summed that up nicely.

Efficiency VS Point Cost VS Ease Of Use - Your best bets:
1) Chaplain led Assault squad - 2 plasma pistols, powerfisted sergeant
2) 8 man Devastator squad - 4 missile launchers
3) Land Speeder Tornado - HB + AC
