well, finally gonna get mahself that IG force i've always wanted, and i want to get a very specific theme to it. the idea is to sorta base it a little on mongols or chinese of old times, in particular the little section of it that's always screaming and wielding big swords, on the excuse on honour, or in this case, fanatical devotion to the emperor. oh yah, if i could get it, i would want the nortoriously ill-disciplined but fearless horde of nutcases, led by a bunch of bigger nutcases wielding really big weapons. so here's some ideas on how to do it...
Commisars and priests, wielding power swords and eviserators, the basic leaders, wielding the weapons. also, i like the idea of commisars shooting officers, as it fills out the cool idea of officers commiting hari-kiri when they fail in their job.
Chem-inhalers, they get across the more fearless qualities of my troops pretty well, without doing anything stupid with voxcasters or anything. plus very undisiplined, which fits in perfect.
also, whatever i can design in suicide squads. along with the normal min-man squads with a special weapon to run up and shoot it once before getting murdered, i was thinking also getting rough rider squads with meltabombs as only equipment, to tankhunt that way. seems cool to try, if not terribly effective. i'm not here to be winning, i'm here to have fun, though i'd like to win once in a while.
so i'm posting to ask for any more ideas to help create more of the theme, along with any ideas to help create an army list. feel free to add to your own ideas and possibly write up a basic armylist to help this along. for those more competitively minded, to heck with the usual stuff for IG, because my usual opponents will be orks, nids and occasionally eldar, so no power armour or uber heavy tanks to mess with most games. looking forward to any replies.

I think you could go for democharges for those one shot suicide weapons. If you get close enough (range is 6") you're bound to get fried by the enemies if you don't kill them.
Well, for models, I'd recommend using a combination of Catachan and Cadian plastics. I'd also recommend using the Light Infantry, Hardened Fighters and Warrior Weapons doctrines.

Paladins of Avalon (SW):-1500 points, needs paint.
For doctrines I would use:
-Special Weapon teams
You could give all your Conscripts warrior weapons, then have a comissar follow them until they fail their Ld, in which case he assumes command of a bunch of crazy newbs with sharp objects...never a good thing when your on the recieving end :lol:
The special weapon squads could be used as suicide squads when given all meltas, or demo charges.
As for models you could use cadian and catachan models. Maybe add some bitz to make them look a little more Oriental...like decorate their helmets and such.
If you're building a mongol based army you CANNOT be without Rough Riders. Especially not since i've often made fun of the rough rider model for looking so much like a mongol warrior.
yah, the whole look comes before play on that one, i guess. a mix of catachans and cadians sounds good, however, i would like to use attilan, catachan heads to get across the more eastern infulence. the valhallans might sneak in somewhere, simply because a planet isn't limited to one style... i would like to do an attilan based model army, but finding those guys is nigh-impossible, and their all metal minis, so they'll cost a bomb. i guess ebay is order of the day...plus i think they're only rough rider models only, aren't they?
as for the doctrines...i gotta get some rough riders in there somewhere, if only for a cool meltabomb toting suicide squad, and it'll help with the theme.
question, can conscripts get chem-inhalers? that would be crazy...and help with the charge at the enemy in a mass mad mob.
commisars are already a given, i think, though maybe not independant ones, to save on doctrines. warrior weapons seem to be a given, though i only want a few squads with it if i do take it. i could do special weapon teams, that would help with some of the suicide squad aspect...
atm, i've only settled definitely on one doctrine, chem-inhalers, as that respresents the mindset of my crazy scum perfectly. i've got alot of other options to consider with warrior weapons and conscripts, rough riders and special weapons squads, roughriders and hardened fighters. i think some of the cool crazy appeal of these guys might be the fact that while they're all very eager to get up close and personal, they might not be the most skilled of fighters. so, points for enthusiasism, none for skill, methinks.
oh yah, this has been really helpful, please, i would love any more suicidal/crazy/cool ideas to fit in this army if i can make it. so post up any old idea that fits up in any of the categories above!
The stereotypical running around with swords in pursuit of honour is japanese, not chinese..
The mongols were famous for their innovative tactics (including feigned retreats, not very honorable) and horse archery, and the chinese had a very balanced medieval army. The Japanese, however, saw war in a slightly different way. Be careful about presenting them as undisciplined and fanatical, that's certainly not how they saw themselves.. they merely saw themselves as following the rules of propriety, and while they might not have appeared disciplined as an army, they saw themselves as very self-disciplined.
It seems like you're actually thinking of a guard army based on the WW2 Japanese army, which was much more as you described in ethos than the traditional samurai. Look at the history books for inspiration here and you'll find a lot of good stuff, the idea of suicide squads fits in with the concept of the banzai rush, and other such crazy and useless (but scary for anyone facing it) inventions.
Here are some ideas if you felt like doing such a thing..
You should be infantry based, and take the hardened fighters doctrine. Japanese troops were very tenacious, but their tanks and equipment left a huge ammount to be desired.
Chem inhalers isn't so good.. I'd save it for an army which actually has something chemically wrong with it. Stick with die hards and possibly iron discipline (to reflect the calibre of the officers.)
Shy away from making your troops too elite with doctrines or special units.. go for the massed horde approach.
If you take a special equipment doctirne, it must be applied to all units which can have it. Stay away from warrior weapons. Not only does it mean you have to take it on every single unit, it also means that you're unlikely to ever win.

thanks, i'll try to clarify best i can.
the look of the models i want to be of mongol/chinese ilk. the tactics i base much off japanese manga, with my own personal twist. I don't know nearly anything about WWII japanese, which may have something to do with why i didn't mention them as such. thanks for the pointer, i'll look into that. oh yeah, i still want a few guys with really big swords...i mean, what's the fun in taking on anyone with just one fighting character?
infantry base is good, i like troops. i also suck at painting tanks, so that works for me. besides, Leman Russ are similar to WW1 tanks, are they not?
die-hards is an interesting and cheaper choice than chem-inhalers, but only applies to combat...i would prefer to have my guys blindly ignoring shooting, but that may have to be a trade-off.
warrior weapons is a write-off then, as i would only want a few units to be that dedicated to close combat. i mean, they're still IG, and guns look impressive. maybe the big weapons as a badge of honour of some sort...
well, another thing that adds to the character of an army is the equipment it uses. with this in mind, here's thoughts for what i could use as main weapons...demo charges, flamers, missile launchers, autoguns ( could take some doing, that one), and possibly mortars. these are relatively easy and low-tech (c'mon, we could do most of these back a century or two ago), would this fit some of that WW2 theme?
finally, the doctrines for the moment seems to stay at: conscript platoons, chem-inhalers/die hards, and rough riders. any moer would be excellent.
