I have a friend with witch hunters. I thought that they would be a push over but when I play him he seems to beet me most of the time. I need advice for my blood angels on how to deal with them thank you for any replys I get

Witch Hunters eh, they are annoying especialy with thier 3+ invulnnerable and ap1 bolters.
However thier tanks are a bit laughable, especaily once you have killed thier Exorcist. Stay out of melta range with your tanks and you will be fine.
They are a nast army, all thier pixie tricks especialy annoy marines, such as "ooh everythings got an iinvulnerable" and "who needs ap2 plasma guns?"
I would avoid Terminators as they are likely to be neutralised by these rules.
Penitent Engines are easy kills to anything engaging them especialy plasma cannon, Seraphim hit with all the force of a wet dish cloth (until they pull the eviscerator on you).
Arco flagellants die to massed bolt fire especialy heavy bolter.
Never take anything by face value, Sisters take down terminators, so be worried if he looks to be able to rapid fire you. And when your happily swinging powerfists in combat remember he can get a 3+ invulnerable and especialy cheesily a 2+ invulnerable on his cannoness.

You should more than match them HtH the problem lies with strategic use of faith.
I mentioned it on another topic, but the best way is to split fire in the early rounds, fire at a squad trying to get him to give them invulnerables, if he does, stop shooting the squad, do the same to the next with your low ap fire, he can either let you kill them or use more faith, if you uses faith, switch units again, if you can force his hand like this the ensuing HtH will be much easier, your probably best holding back from assault till a turn or two later to maximise effectiveness, and remember he gets them back if you kill faithful characters.
Otherwise, mince em HtH. The sisters are severely lacking a punch to match the astartes up close, celestians and seraphim are the best and they dont cut it against the emperors finest.
Main thing is assassins, flagellants and penitants, just be sure to neutralise these before your assault is launched. Someone will mention Repentia but the armour is weak enough that a heavy bolter or two should see them out of your hair in no time.
Ask not a question of the eldar, for they will give you three answers all of which are true and horrifying to know.

Witch hunters excel at close ranged firefights (rapid fire, meltas, and flamers galore)
Witch hunters don't excel at CC.

Just don't bring too many heavily amored things such as tanks and termies for they are
2.) easy pickings for sisters.
But I've also heard that witch hunters can have varied lists, what does your friend field?
