sould you put terminators in front of power armour or vice versa?
Shooting isn't based on whom is in front of whom - LoS isn't blocked by units - so it doesn't especially matter.
Common sense would state that you'd want the Terminators to remain un-shot-at more than the GK, since they cost more and can do more damage in CC. So 'Strike the GKT and march the PAGK.
on the other hand, there is psychological warfare and strategy. If you place yout toughest troops first (or in front), there is a good chance it will influence the other guy's layout, using them as a lightning rod
There are risks however, they probably won't make up their points in kills, but in terms of distraction, they might be very worth the expenditure
yeah, but after blowing 400 points on this unit of death (and if you have any sense, also containing your GM if you take one) you would rater DS... the "Lightning Rod" tactic could work, but against armies more like GK in playing style (well, OK, no one reallly fits this category, but you know, SM, CSM...not crons, 'cause their damn gauss crud...myea)

If I'm fighting an opponent that would want to charge (Khorne, Orks, Nids, etc.) I put the power armored Grey Knights in front to absorb the eventual charge, then counter-charge with the terminators in my turn. I think that might be what you were asking...
