I want to begin a deathwatch army, but it seems very few poeple plays them so im counting on you folks.
-Are they an independant chapter?
-In wich issue of the White Dwarf did they appear?
-What model should I use to represent them?
-Are they a bit like tyranic war vet?
Any answer would be greatly appreciated.
First off, the Deathwatch is NOT an army, but a unit choice inside an existing Imperial army. They WILL become an army soon, with the release of the Ordo Xenos codex within the next few years (see the next paragraph for what the Ordo Xenos is). But until that point, you can only use them as an HQ choice in an existing army.
The Deathwatch isn't a seperate chapter of marines, but is instead a collection of veterans from many different chapters. They function as the fighting arm of the Inquisition's Ordo Xenos (aka Alien Hunters), much like the Grey Knights are the fighting arm of the Daemonhunters and the Sisters of Battle are the fighting arm of the Witch Hunters.
Deathwatch Killteams are composed, like I said above, of veterans from different chapters. They usually have some kind of improved bolter ammo, of a few different types, and can purchase Suspensor Mounted Heavy Bolters, which shortens the range but allows moving-and-firing for those weapons.
Appearance-wise, they wear black armor with a Deathwatch symbol on one shoulderpad (left, I believe) and their chapter symbol on the other shoulderpad - so each member of a squad would have a different shoulderpad corresponding to a different chapter.
GW's US store has some Deathwatch bitz - two heads, a shoulder pad, and a bolter. To make the models, all you really need to do is swap the shoulder pad onto a standard marine. Using elite-looking marines would show the Killteam's veteran status better, so a good idea would be to purchase the SM Command Squad box to use as a base for your team.
I don't know if they're covered in any of the Index Astartes series of books, but I know that they ARE in one of the Annuals (again, no idea which). As for a recent White Dwarf article, I don't know.
Yeah, they are in WD 305 I think.
As for taking a whole army of them, you "could" do it by applying the Death Watch upgrade to every model, and restricting yourself to only those which can take the upgrade.
I would recommend instead that you either:
1. Wait until the Alien Hunters Codex comes out.
2. Use normal marines with Trust your Battle Brothers, perhaps Suffer Not..., along with Daemon/Witch Hunters Storm Troopers, assassins, and Inquisitors without any Daemon/Psyker specific wargear.

After looking at the Deathwatch Killteam article in WD 305 I instantly decided that I had to have a unit of these bad boys. They will most likely find themselves in my IG army dealing death and destruction wherever they can.
The special ammo types and the suspensor for the Heavy Bolter are just absolutely awesome, not to mention you can kit out each individual model however you like. You want two of them to have Storm Claws and one with a Powerfist and the last one to have a Power Weapon and Plasma Pistol? Then go ahead. They are so incredibly flexible that it blows my mind.
The downside? All of this cool stuff that you can equip them with is quite expensive, so they are probably only worth having in very small teams that are well protected.
Yeah, just read the artical and I have to make some up asap!

and to laugh when you tell your Tau friend that you have rifles that can shoot 30" as well ... priceless
