I was making 40k lists at work the other day and came upon an interesting idea. I play blood angels and their dreadnoughts count as heavy support. Their 'Furioso' style dread is an Elite however. So my mind got racing and I tried to fit as much armor into a list under 1500pts here is what I came up with:
3x Furioso Dreadnoughts
5x Scouts in a Rhino+Extra Armor (Note: for all those non-BA players Rhinos cost more for us because of their over charged engines)
5x Scouts in a Rhino+EA
3x LST Assault Cannon Variant
Comes to 17 units with some sort of armor.
Do you think a Max Armor Army like this could win many battles? why or why not?
If you guys want come up with some variants of this list, I know you are creative enough to make something interesting!

Otherwise, there is no such thing a a cheap army, they're either themed or meant to win. Calling armies cheesy or cheap is stupid.
I would suggest making the regular Land Speeders LSTs with Assault cannons, though.
On a further note, I know a guy who plays DA and has 17 Land Raiders, which his Deathwing can field all at once.
There is no transport option for BA scouts, so you can't put them in rhinos.
Artificial Intelligence is no match for Natural Stupidity.
Armour heavy armies tend not to do so well in my experience. Especially dread heavy armies. Most if not all die by around turn 3/4. The only army I could see it being good against would be low toughness horde armies with little anti vehicle units. Not too many armies fit that description. Also, you can't put those BA scouts in rhinos.

Shooty armies would have a field day, seeing most of your vehicles have got flismy-fall-down-I-hope-they-don't-spit-at-me! armour.
I cannot think of one army that's vehicle heavy barring armoured campanies and trasport vehicle armies (i.e. speed freeks), that does consistantly well against a variety of enemies.

Cheap? I think that list would be astoundingly expensive.
As to its effectiveness...well, it would probably be just as expensive. :p

I've also been working on and testing 6-Dread armies (Though I use Heed the Wisdom of the Ancients), and they're a weird thing. On one hand, they can lay down lots of firepower, and basic troop weapons bounce right off. On the other hand, anything S6 and up, and Necron weapons, can hit them, and one shot can take them out.
They're in the same category as Armored Company and Deathwing-they can either be extremely effective, or extremely vulnerable.

Mech Tau Cadre: 2000 points, needs paint and magnets.
Paladins of Avalon (SW):-1500 points, needs paint.
Actually using space marine traits, you could make a WAY meaner dreadnought force. Using one trait you can take dreadnoughts as heavy support or elites- this means you can take more assault cannons and you can make them venerable. Assault cannons are awesome at killing hordes and literally slightly better than lascannons at killing a Land Raider. (Yes, it's true ASSCANS normally will score a 13 for AP after a 6 is rolled, and a lascannon will score a 12.5, and the chances for a hit with a lascannon and a 6 hit for an assault cannon are the same) In my experience, making dreadnoughts venerable is the only way to go, ESPECIALLY against Necrons. Due to all the glancing hits you'll be getting, the re-roll is awesome because on the glancing hit table there is only a 1 in 6 chance of destroyed. And every time your opponent is so thrilled because he rolled a 6, you may kindly ask him to roll it again.
As for this army being cheap, I would say absolutely not. Any lascannon/missile launcher toting marine or IG army would eat that list for breakfast.
You are missing one vital thing. Baal Predators.
How could you? They are the greatest weapon at our disposal. How can you call yourself a BA player when you take land speeders over a 12-shot-a-turn monster of a tank?
Get some drop pods on those Furiosos and they won't suck as much. In taking all-armour you essentially ruin the BA's greatest advantage, which is free Furious Charge. So take more troops, more Rhinos, bigger troop squads and less Dreadnoughts and Land Speeders because this list will be rolled into a cone and shoved up your batty by a decent IG list.
