I've been looking through my Imperial Codex, and I'm just going to throw this idea out. What about a Fire Specialist Support Squad to spice up the Imperial Guard?
0-1 Fire Specialist Support Squad........................40 pts + heavy weapons
number/squad: Six Guardsmen forming three heavy weapon crews. See the Command Squad entry for Guardsman profile.
Weapons: Lasguns. Each heavy weapons crew must be equipped with either a multi-melta at 25 pts or a plasma cannon at 35 pts.
Because of the rarity of these weapons and the lack of training with them, Guardsmen in a Fire Specialist Support Squad may not be giving the "Sharpshooters Doctrine"
Because the plasma cannon is a massive delicate weapon if it overheats, it will kill both guardsmen manning it.
I'm still not sure if an guardsmen would ever have the privilege of using a plasma cannon, but that is why I put a 0-1 for the entire squad. I wanted to make them a high risk/high reward squad. With the minimal range of a multi-melta and the overheating chance of a plasma cannon, I don't think it's that overpowering. I just want to see these weapons more on field, than on a Demolisher or with servitors :p

Eh, I'm not a huge fan. Multi-meltas aren't typically man portable, and plasma cannons are only fielded by massive Space Marines. I'm all for integrating other vehicle weapons (heavy stubber, multilaser, etc) into regular guard usage, but those aren't even common weapons for the Marines, let alone technologically-impaired guardsmen.
just take an allied Inquisitor w/ gun servitors, they can be either multimelta, heavybolter or plasmacannon (only 1 PC).

I don't think this entry is all that bad of an idea really. Although, it can be done by adding an Inquisitor retinue into the army, it would be nice to be able to give guardsmen some firepower like this.
I don't think it's that unfluffy either. A Lascannon or Autocannon aint exactly all that man portable either, but you can take plenty of them. I can see two Guardsmen being able to run around with a MM or PC, especially if the model had wheels on it or something like that.
I think that your special rules are also spot on if this unit were to be created. They both makes sense.
Unfortunately, though, these weapons seem to be the proprietary realm of Space Marines so I doubt this idea will ever come to fruition.
I didn't think heavy or special weapons crews could ever benefit from 'Sharpshooters'?
I think the only ones who can't benefit are BS4 models and above. Everyone else can take it

If you really want PC or MM in your IG army w/out Inq. THen take a few Demolishers.
I mentioned over in the Drop Sentinel thread, IG can take Sentinels with Multi-Meltas if you use the Elysian IG list, and that's as close as you can legally get atm.
Induct sisters of battle and you'll get an awesome amount of firepower from
an inquisitorial retinue. Its been done before. And its just sheer evil.
