Opinions and strategy of any kind, I was going to forgo his servitors so that he could be attached to my command squad so that I can re-roll that necessary Plasma cannon shot.

I'd recommend against attatching him to the Command squad. most times the Cmd squad is kitted out to be a CC unit. Unless you kit the TechMarine as a CC monster as well I feel IMHO that he is better utilized with a Dev squad, as would the Plasma Cannon. I too plan to have a Techmarine in my army, however I will have him attatched to my dev squad to reroll the ML shoots. Additionally he will be Deathwatch with a M40 bolter to make the snipper shoots at 24 and pinning test for only 15 more pts. Plus as he will have truegrit and his powerweapon he can act as CC support for the DEVS. One other item is his Razorback acting as mobile fire support for one of my tac squads. Not bad for 150pts, now is it?

Go for it, but not with a plasma cannon in the squad (unless you really, really want it). Command Squads are able to take 2 special weapons and I suggest you make the most of that. 2 plasma guns, 2 meltas or one of each work out as points neutral to a plasma cannon, will do more damage, and miss more often (ie more rerolls from the TM). They will also encourage you to move the squad around and closing on the enemy, which is what the command squad should be doing. Take a full servo-harness to add the flamer and plasma pistol shots on the way in, give him termie honours, and swap the bolter for a storm shield.
As for putting him in a dev squad. He is more useful in a CC role which he won't see if he is in a devastator squad. The Deathwatch upgrade is also borderline. There is some controversy on whether it includes true grit or not. I am of the view that it does, but many disagree (there is a thread (Death Watch Techmarine)here of the fluffiness of a DW techmarine, there is also a very long thread on the topic of whether marines with the DW upgrade recieve True Grit on Bolter And Chainsword). Either way the M.40 targeter and Stalker Shells don't fit well with a Plasma Cannon dev squad, they should pretty much only be shooting at termies.
