Now I heard mortars suck on their own, but what if you have 12 of them in a 1500 pt lisk with 2 basalisk/s?
thats an artillery list. Cool. As long as you dont play armies that are immune to pinning... that could be a problem. But seriously, mortars are kind of hit or mis... just get good at guessing.
That would probably be O.K. at some armies, but not Meqs and Fast armies. They just don't kill enough to be Meqs to be helpfull, and many enemies get in on you very fast. Bikes, Speed Freaks, Eldar/Dark Eldar. Actually I pretty well ruled all armies out.

You don't need to guess. Just place the template and roll the scatter dice, provided its within range of the weapon.
Mortars en mass aren't better than a few mortars. While you mortar count goes up, either your body count or your real heavy weapon count goes down. An artillery list would be fun, just don't expect to win competitively.

Mortars, in the current ruleset, are useless. They don't have enough strength or AP to be really worthwhile, and there are plenty of weapons that can pin better.
If you REALLY want to get a good pinning mortar, get an old Griffon.
