Well lets share some STRATEGIES!!!!!!
So we can send them into the warp and let chaos deal with them!!!!
how about you tell us your army list and the one that beat you so we can tell you what you did wrong
Was looking for more generalized inputs, such as 2 whirlwinds, massive scouts...things such as that.
How about giving every model in the army an Iron Halo? Oh, wait, can't do that.... Erm, you could invent some rules for low-crawling that forces the enemy to roll a 6 to hit you. Or, you could simply put LOTS of hard cover on a small board and take his starcannons out of the game. That last option is probably the only one your opponent will let you get away with.
Tactics vs Starcannons are simple. Don't get shot.
But it's hard to win a battle with a "run and hide" strategy.
So the only advice I can really give is, swamp them. Give them too many targets. Those star cannons will only hit half the time, anyway.
And fight fire with fire. If you hate starcannons, you know the Eldar REALLY hate land speeder tornados! Take lots of heavy bolters and missiles/lascannons. Shoot up their war-walkers and vypers then take your time mowing down their troops!

Leave your vehicles (except for LSTs) at home and put as many bodies on the field as possible, in small groups (except for your assault type squads). Take weapons that give you more than one shot- I've only played against Eldar a couple of times, but they didn't seem to like concentrated fire much- Bolters and Heavy Bolters, a few Lascannons to drop his vehicles.
Best advice though I think is just put as many guys on the table as you can- forego some of the upgrades you usually give, leave the termies and vehicles at home, and just spam the crap out of them.

Marine swarm definitely works for me. I've had two wins, one draw vs my Eldar opponent with it.
Strategies I'd suggest, picked up from Tacticas, etc:
a) Use Cover. No seriously, with Starcannons aplenty, you need cover badly.
b) AP4. Heavy Bolters and ACs mostly. These serve a dual role, taking out expensive 4+ Save aspects and light vehicles like Vypers and War Walkers. Lets face it, ACs will take out Falcons too :-)
c) Land Speeders - see above. Also, their speed helps target rear armour of skimmers. You need a high number of glances to knock out eldar skimmers.
d) CTM I've never faced, what do people suggest? Assaulting them with Melta bombs or a PF?
e) Choose your targets. Same as any army, but more so for Eldar, as I feel their specialists can outdo ours. Shoot at their CCs, engage their Shooties in CC, you get the picture.
f) Don't be afraid to ignore e) sometimes. With a PF Sarge, normal tactical marines can hold their own against CC aspects with a bit of luck. T4 is a blessing.
g) Concentrate your fire. In my games, my opponent can dish out a heap of firepower, but his units can't take punishment.
I have been fighting against eldars recently so few experience.
a) Use lots of scouts. They are cheap, can infiltrate into cover, have bolters + HB against units and vypers and ML+snipers against wraithlords
b) plasmacannon is must against tuned avatar with bodyguards, this squad is even harder to kill than wraithlord i close combat
c) primary target are dark reapers (heavy 2 rocket launchers) and Howling beanshees (power weapon in10 flee on foot) both have armour 4+ so whirlwind has target for first two turns
d) Get whrilwind, two if you have, it is nice against lots 4+ save
e) You need counter/charge unit good tuned. Expect meet in CC avatar (WS10 demon) so maybe some weapon against demons and wraithlord (T8 monster) so better 2 powerfists than 1. surprisingly good against eldar is Techmarine in full servo harness. Attach it to plasma cannon+gun full squad + sgt powerfist and deploy into cover. Very strong firebase which can survive almost any single eldar unit charging, but dont let them shoot at it for long.
f) eldar wehicles are serious threat (well, against marines almost every eldar unit is :-( ) shoot transports from lots of heavy weapons, target vypers by bolter/HB units and fear of well tuned grav tank. Dont know what to do with it, I played game where I shot this abomination from 2 lascannons for 5 turns and only imobilizet it :-(
Razorbacks with TL heavybolters works rather well.
Bikes, LST's and whirlwinds.
With a toughness of 5, eldar have an incredibly difficult time wounding them. Secondly, their boost save will keep them safe from starcannons until you can get them into combat. I would still stay away from banshees however. Even with a 6 to wuond, all those power weapons can hurt.
As always LST's perform admirably. 7 ap4 shots per turn. More importantly they have the maneuverability to really stick it to them. Assault Cannons of course can deal with most units as well.
I think this one is pretty obvious. It does allow the rest of your army to focus on dangerous things such as wraithlords and grav tanks.

Efficiency VS Point Cost VS Ease Of Use - Your best bets:
1) Chaplain led Assault squad - 2 plasma pistols, powerfisted sergeant
2) 8 man Devastator squad - 4 missile launchers
3) Land Speeder Tornado - HB + AC
If your playing with deepstrike. Drop small asualt squads with plasma pistols behind these skimmers where the armor is lite and a S7 weapon will prob kill/mame it. Depending how they have them set up, the points should be about +100 in your favor for the trade. I use this tactic against a choas player that has a nasty predator, With the 14 armor front but 11 back. I get about +80pt. And it turns around some of his troops to fight them insted of what is infront of him.
