Are they worth it?
Yes, you get to count penetrations as glances, but you lose a whole round of shooting. Also, if you move on the next round, do you move out of the smoke?
I'd definitely say smoke launhcers are worth it. they;re what 3pts? or something like that. on transport vehicles they do wonders. moving 12" popping smoke then driving and disembarking is good. Although with the changed rules u can't assualt fromtransports such as rhinos, but they still are effective. On predators or vehicles of that nature they aren't as useful, although the ability to move into a good firing position over 6" away from behind cover and only get glancing hits scored against u is definitely worth the 3 or so pts if it means u're vehicle stays alive.
As to moving out of the smoke, well, I would have to say yes, you do move out of the cloud and it does not follow you. On the flip side, does it matter, cuz I thought smoke launchers only worked for one round anyway?

So you move, pop them, then you are protected for that round but cant shoot. Next round you can shoot but the smoke is gone. Got it. And I can see how it would be good for transports, as they probably wont be shooting anything important anyway. But for something like a Dreadnaught, it seems a waste.
Not if you have nothing to shoot at anyways. IF you have nothing to shoot at, you may as well pop smoke to protect you from any mobile heavy weapons your oponent has. For their measily ammount of points, they are certainly worth it.

Efficiency VS Point Cost VS Ease Of Use - Your best bets:
1) Chaplain led Assault squad - 2 plasma pistols, powerfisted sergeant
2) 8 man Devastator squad - 4 missile launchers
3) Land Speeder Tornado - HB + AC
Unless you end up in a position where you can't shoot but can be shot at, in which case you might as well opt for the protection offered. Like Marvus said, they're only 3 points.

Wings has hit the nail on the head - stick them on your dreads or anything likely to be in the line of fire. One of the best ways to use them on aggressive vehicles/walkers is to use them if you are stunned or shaken. You don't lose out because you are unable to shoot anyway. Your opponent can either keep shooting at the vehicle with a measly chance of destroying them (thus keeping your other stuff safe) or direct fire elsewhere so your shaken vehicle can carry on next turn.
