it seems wierd that regualar guard cant have h stubbers as special weapons...
they are very common...
guys who do use them are...

I completely agree, they fit sooooooo nice with our fluff. Perhaps 8pts and let be a HW, or 10 pts and a SW?!

Ah yes, put a heavy stubber on every tank and alloted vehichle and you get your worth in squads.

I imagine it is because of the existing model ranges. It is easy to slap a stubber on a new vehicle accessory sprue, but none of the IG ranges have heavy stubber figs. So, if the heavy stubber were to be introduced to IG troops, it would have to be on a Chapter Approved, covert-it-yourself basis rather than as a standard stock army codex option.
1st The Old Cityfight Guard of Chapter Approved 2003 used to have heavy stubba's which is effectivly the same thing.
2nd Necromunda Gangster Models have heavy Stubba's
3rd. The Imperiaal Guard have Heavy Bolters becuase they are more effective for near the same price and have the resources to get them. Thelost and the damned(eye of terror codex), hive militia(codex armegedon), witch hunter advesaries. Lack the same resources as the imperium and thus fluff wise would have to rely on other equipment.
4th Put a heavy Stubber on near all vehicles just do it. Hell make a VDR small light vehicle, open topped, armor 10, 9 , 9 with cammo netting, smoke and search lights and targeter. For 27 Points it's a mobile machine gun! Just remember this was first fielded by the Daimon Prophet Brigade and thus should be called a DPRLAIT MARK 1

I never said there weren't heavy stubbers available in the GW range. Yes, you could convert a Guardsman with a Necromunda stubber, but you can't buy a Guardsman off the shelf with a heavy stubber. GW wouldn't make something a codex option without a mini range to support it.
The best parallel I can see is the demolition charge. Frankly, I'd much rather have demo charges in the codex than stubbers because while the heavy bolter is a great replacement for a heavy stubber, nothing really replaces a demo charge. Demo charges occur in the Catachan Codex, and there are jungle fighter minis to support this. They do not occur in the IG Codex because there aren't minis to support them.
The rulebook and the codexes represent the basic level of the hobby, where all units can be bought in ready-to-go kits. Things like Chapter Approved and add-on books, however, contain the stuff that requires conversion and custom building. So you see demo charges and heavy stubbers in CA and cityfight because they have to be converted. This makes sense to me, because there's too much redundancy between the heavy bolter and the heavy stubber in an infantry squad. It isn't worth it to model a new unit for every IG range when it's so close to an existing unit.
IGFreely, demo charges are in the current Imperial Guard, available if you take special weapon squads and/or the Last Chancers.

If you play Cityfight you may also get to equip demo charges to.
I hate the way it's harder to field Demo Charge Models under the new rules and that the center hole rule. Demo Charges use to rule. That is why I life Cityfight far better than regular 40k or Space Ship Battle rules. Just don't use a demo charge near an outer hull
I loved using deep striking demo charge Last Chancers in against Eldar (marine types) I don't recall what they are called but Armor 3 and cost 30 points! It was fun, or to take out Shaso's and Crisis Suits
