i just wanted to know what perk does giving your marine a bolt pistol and chainsword over a bolt gun. my freind says it does jack crap and i think hes full of crap if you could be spacific it would help

A model with a Bolter/Boltgun does not receive this benefit, as the model is only wielding a single, two-handed, purely shooting weapon.
Exactly what LN said Duck. So you can theme your armies along certain lines. Do you want your veterans to be great in close combat? Arm them with the pistol-chainsword combo. Or do you want a more shooty arm, go with the bolter option..........

You can use traits and make the bolter count as an addictional CCW.

The trait in the Space Marine codex called "Take the fight to them" allows you to arm your tactical marines with pistols and close combat weapons. That's probably what you were after...

The problem with this set-up is that the pistols only have a range of 12 inches, so you have to close on your enemy quickly.
