The question's pretty simple,if you wanted to flesh your army out and get more feet on the ground, which would you take: inducted sisters of battle or scouts with bolters.
The sisters get the 3+ save and are 2 points cheaper but the scouts have better strength toughness, initiative and weapon skill. Also their ability to move through cover could be a big help.
Anyway, which would you choose?

I would choose Scouts, for several reasons:
1) I can kit them how I want. Bolters/Heavy Weapons, Bolt Pistols/CCW w/ Power Fisted Sarge ... Snipers ... etc.
2) They stick with fluff. I don't want a Space Marines chapter with inducted Sisters, unless I was playing an Inquisitor's force.
3) Plastic models, anyone? Beautiful stuff.
4) As you said, they get all those bonuses, plus Infiltration. Infiltration is an awesome ability, IMO. I'm using it almost exlcusively in my Chaos army.
Just a few reasons that I'd pick Scouts over Sisters.
Scouts are where it's at, sisters would never be inducted. Infiltration is a key advantage, two squads of infiltrating scouts will make your opponent a little nervous about who to attack first; those pesky scouts or the real bulk of your army...

scout because sisters are too blahh and scouts can be fitted for nearly any combat role.
scouts can certainly fullfil a speciallized roll, but if i'm not mistaken, you originally said "get more feet on the ground". in which case SOBs would certainly help.
large SOB squads are excellent at shooting down entire assaulting units.
plus their faith, allows them to pull a few tricks that alters their statistical advantage even more.
so, if you need a giant intimidation unit to mass against your enemy, i would suggest SOBs
Scouts.They are just awesome units.They can be equiped with alot of things but you specifically said scouts with bolters so i cant really talk about that.
As has been said infiltration is a very, very nice thing to have and really puts the opponent under pressure and can force them to make some difficult and sometimes costly decisions.
Also the new models are coming out so even better reason! ^_^
I would take Sisters....I mean I'm planning on buying some anyway once I get most of my painting done lol.
As its been said, gaming wise, they have better armour, and are cheaper, and all I want them for is the BS stat. That and I could have what? 40 of them?
While infiltration for the scouts is nice, if its just one squad then I can just stick a marine squad on it to deal with it.
The only problem with the Sisters, in my eyes, is that I would only be able to have two squads....where as I could have up to six scout squads.
I really need to buy the 40k rulebook. I can have Sisters in my Space Marine army? Damnit, that's awesome! I have one Space Marine army, am collecting a second, and want an all-Sisters Witch Hunter army, but if I can have Sisters in my DIY Chapter army, then I have more models for my Iron Hands and I don't need to get a Witch Hunter army! Holy crap, Sisters! Sisters!
I guess that answers it for you, although I have a unit of five Scouts in my DIY army anyway, so I'll actually have both. Sisters!
Aye, but the rules for the induction of Sisters....or Grey Knights for that matter, are in both the WH and DH codexes.
But aye, you need to buy a rule book too *grin* Shame on you for not having one already! heh.
I can never opt for the rulebook over models, it's just too damned expensive! Bad enough buying the Fantasy one, that made me cry all night :cry: . I could have gotten more Ogres!
