Hey im thinking of starting Space Marines soon and i was wondering what chapter i should pick. I want something pretty cost effective and possibly cc oreintated. Any ideas to help me are welcome.
Well it's hard choice and ultimately it's up to you. cc and cost efective huh... Well that rules out any bike themed armies for one thing.
Most people will probably say Blood Angels if you want to go close combat... but not me I think they're boring. Perhaps Black Templars, they're assaulty. umm who else.... Raven Guard, Space wolves I think fit the bill as well.
Those are the first founding chapters that I can think of, but if it was up to me I'd make up my own chapter with traits and then you can do exactly what you want.
"You challenge me knowing that I am Xiahou Dun!?"
If you're looking for a CC army then go either Black Templars or Blood Angels. Both are really heavy on close combat. I play Blood Angels myself and I love cc too and I'm really happy that I play them as an army. My suggestion would be Blood Angels but the new Black Templars look really good too.

Nobody gets more power fists than the space pups.
There's something to be said for that.
Sam Mills (1959-2005) and Mark Fields - Keep Pounding
Cry Cheese, And Let Loose The Wraithlords And Templar!
Space Puppies get powerfisted goodness, insane amounts of attacks, cool psychic powers, a variant armylist, and cool shooting abilites.
They have everyone's stuff + more.
Addtionaly Logan Grimnar owns!
Its up to you what chapter you want to collect. We cant decide that for you.But if you want something cc orientated i would say maybe space pups. They are pretty cost effecient and are one very nasty cc army.
And with Long Fangs, speeders, and the Exterminator they are also better at shooting than that DA.
Really any Space Marine army can be tailored to be good at assault with the proper unit selection.
Of course BA are the obvious choice as previously stated, but most marines can perform a similar combat role. If you go custom you can fool around with the trait system, but lose all hope of any sort of special character or special wargear. Which at the end of the day really isn't that big of a deal.
I would say pick a Chapter you think you can start and finish and not get bored with.
The guilty laugh while the innocent suffer.............WELL WHO'S LAUGHING NOW!!!
go with the spaceWolves hands down. make it the 13th legion while your at it. cant get much more CC oriented than the wulfen.......except maybe genestealers
