I've got a friend who wants to start a new SM army with the new codex, he normally uses orks and wants a chapter that is barbaric, i suggestted the space wolves but he had a look at the codex and din't like them, can someone give me some trait and disadvantges that he may use to represent a SM chapter that likes to use tanks and get into CC

Well to start he should realize that they are only minor changes not really special rules. But since I don't have my dex with me i will quickly give you a rundown of what some of them do
First the ability to take bikers and assault sqauds as elites i believe.
Second the ability to give regular squads cc weapons (pistol and chainsword)
Third you might find the ability to give each squad apothecaries instead of vets
Fourth the abilitie to give them special weapons such as an extra Flamer/plasma/melta gun
Dont take my word however as my trusty dex isnt handy at the moment

Take the fight to them. That's a pure CC trait.
As for a secondary trait not much comes to mind as the penalties for two traits are a bit limiting.

Have him look at blood angles, failing that, See but dont be seen, no mercy no respite, blessid be the warriors, trust your battle brothers, Most combinations of these make space marines much better in CC. If hes looking for all out CC, he should be looking at chaos, they are much better at assault.
