what are the best units against both and why?
Against Tau... Fast cc stuff... As many bikes and jump packs you can have... Infiltrating scouts up ahead...
Against Tyranid... stuff that shoots fast, and shoots a lot... LR Crusader... Heavy Bolters... flamers... if there is a lot of difficult terrain a vindicator could be nice... Tac Squads with powerfists...
Open your mind, for the forbidden, unholy and dreadful knowledge of a Fluff Master...

Against Tau I have absolutely no idea. Never played with or against them, and the only time I spent with the codex was to figure out what some random Tau models I picked up were.
Against Tyranids flamers can be good, but take a look at the Flamer tactica before using them. Chaosbrynn makes some good points in there. Especially taking the speed of Tyranids into account, flamers can be hard to use effectively. (9" template vs 13-18" charge move.)
A lot of armor can foil Tyranids if they don't have enough tank busting power (Rending can take care of anything, but it'll take awhile.). Skimmers can make them very, very sad unless they've taken enough shooty units. The LST with Assault Cannon and Heavy Bolter is definately a nice choice.
I don't know what the Librarian powers are (I play Black Templars so I've never really looked into the units much.) However, keep in mind that Synapse and Hive Mind powers -are- psychic powers and that the creatures that use them are psykers. A librarian may be able to screw with that, although I don't know. You'd have to look into it yourself.
The only powers that a librarian can use his psychic hood on are the powers that require a psychic test. Considering there is only one Tyranid power that requires a test, the points paid for the hood in the profile would be wasted. Dev squad w/ 4 heavy bolters wil do pretty good, as will a LST with AC and HB. Whirlwind can also be solid. You definetley want lots of assault marines vs Tau, since there one of a few answers to the Jump Suits we have. On the other hand you dont really want very many against the nids (against those guys I would just put PF in a couple tac squads)
Take life seriously, its lethal.
I would go with long range weapons for Tau. If you can't hit them while they're hitting you your screwed. Then bring in cc units to finish them off.
I used to play Tyranids, I know how nthey work. You need heavy weapons for monstrous creatures. Bolters work for swarms of gaunts and 'stealers. sneak in assault cannons to take out multiple enemies:shifty: .
