On matters of fluff the army is entirely deepstrike, mostly drop podding, so no infiltrators makes no difference.
Theres no problem with those traits but (Dont have my marine codex on me right now so dont quote me yet...) there should be a major disadvantage their instead of two minor ones. There are only three of them so it comes down to a fairly large choice since each one limits your unit selection in a variety of ways. (just remember that playing a chapter using traits based on your fluff masy not work out ewither, lucky me mine do. )

Any 2 traights can be combined and are a legal combination.There are no restrictions for combining traights.
Your disadvantages however, may require some fixing. I dont recall off the top of my head but I believe those 2 traights are a major divergence. If so, youll need a major disadvantage.
If im wrong (whitch is possible, no codex handy) and they are only a minor divergence, then its perfectly fine.

Efficiency VS Point Cost VS Ease Of Use - Your best bets:
1) Chaplain led Assault squad - 2 plasma pistols, powerfisted sergeant
2) 8 man Devastator squad - 4 missile launchers
3) Land Speeder Tornado - HB + AC
