Do I have to make my own chapter and color schem to sue traits? I love the ultra Marines look but want to use 'See but don't be seen', 'Trust your Battle-Brothers' adn Aspire to glory. Is any one guna care if my ultra Marines use these traits?
Yep no one really cares if you call them ultra marines and take see but dont be seen thats the great thing about the vinallia guys in blue armor, bu they are cool.

Just change the colors of the rims on the shoulder pads or something like the helmets.

I would tend to disagree. I am a huge DIY addict and absolutely love the concept. I also am a fanatical supporter of GW's Use As concept. So if you want to use the SW codex and paint your wolfies pink, that's fine. Green and orange BTs would also be OK. However, if you're playing BA or UM, then they should be using the correct rules specified by GW and in their correct colors. If you have a specific set of traits you want to use, my suggestion would be to look over the chapters of legend section of the SM codex and see if one matches. If so and you like their paint scheme, use them. If none match or any matches have a paint scheme that you find repulsive, pick a simple scheme that isn't a GW scheme and use it. Creating a DIY chapter isn't necessarily as complex as a lot of us make it (although kudos to those do go to the extra effort). That said, if the group you're playing with isn't confused by seeing UM played as a DIY chapter with traits, go for it. Personally I'd be bothered by it and I would tell you so but I'd still play you. There are others out there who are a hair more anal about this than I am, however.

They won't care as long as you aren't using any ultramarines special units or characters otherwise they will
If you actually put Ultra Marine Omega symbols on the shoulder pads and tanks, etc then I could seen more people complaining about it. And you should definately make it clear to your opponent before the battle that you aren't playing Ultramarines, despite the colour scheme.
If you wanted to enter a tournament you'd have to ask the organizers if you could field them as DIY and not Ultras. You would probably lose points for painting, theme or even sportsmanship because sure as shootin' at least one opponent will think it's lame that you painted your DIY chapter to look like UM, thereby getting him to expect certain things from your list.

Well, if all you are interested in is their colors, I don't see any problem with you making your DIY chapter blue with white trim. Now, if you start using UM symbols and such, THEN I'd have a problem with it. You should use those colors and then create your own chapter symbol and iconography, use it on your marines, vehicles, banners. Then it would be obvious that you are not the UM.
Well i created a new chapter ages ago
Blood red with Ultramarines blue shoulder pads
i added special traits "see but do not be seen" and "we stand alone"
and the only trouble i have is people think their Blood Angels because i have a chaplain and a supporting asault squad....they keep saying i keep forgetting about the "black rage"
so thats annoying so i have written at the top of my army list
(NOT BLOOD ANGELS)
and this sorts out most complications with rules and such
so anyway, yes you can create ure own chapter using the ultramarines colours...
you just have to call them the Ultrasupermarines or something......
i know a guy who made a full blue army for much the same reason (wanted UM's and traits) He just called them the Superduperbetterthantheotherarmiesmarines, but i seriously doubt you want an army called that......

What about special characters?
Could you use existing rules for special charcters, just under a different name?
e.g, you really like the rules for Captain Lysander of the IF, but don't want to be IF so could you paint him how you want, name him what you want, get rid of the IF iconry but to all intents and purposes he is Lysander?
Failing that what about making your own? How do you point him up and could he be used without consent? Is there a character design rule chart or anything?
I can't say I've seen it all but I live for the things that keep me hollow.
