From reading the codex, it looks like only special weapon teams can have one. However its in the wargear section, does this mean anybody with access to it can take one?
No, it was in the wargear section because GW couldn't figure out where else to put it. And why would you want to give an officer one?

Because my veterans do alot of cc ( 3 flamers ) , so it would make sence to have a short range assault weapon...especially one as devestating as the demolition charge.
Edit- Sergei: most likely you are right, however reading straight from the codex, the closest thing it says to who can take it is "a model". Then if you read the text at the top of page 34, it says how many points can be takin by what, stating "other models allowed to choose equipment from the armoury may purchase up to 50pts of wargear". It also states what can or cannot be takin ( example, what only preists can take ).
The location of the profile for demolition charges makes sense as far as the formatting of the codex goes, the only special weapons explained in units' entries are vehicle-mounted, but I can still see how that might be confusing. Note that in the Wargear section the profile is there, but there's no points cost mentioned, nor is the Demolition Charge actually listed as a piece of wargear, it's only an upgrade for a guardsman in a special weapons support squad. Perhaps GW should have mentioned that specifically in the entry in the wargear section, but I guess that's what FAQs are for. And discussions on message boards.
