Well, the Eldar can do it with a ton of Viper Squadrons and, imo, that's one of the better armies out there.
Personally, there's a Chaos army I like which doesn't have six fast attack slots, but does have almost nothing but fast attack. Consists of three ten man raptor squads (nightlords), a lieutenant, and some daemonettes. Everything infiltrates and each squad has a summoning icon. That's 30 raptors that can assault on the first turn and summon something like 18 daemonettes on the second .
No marine army ('cept possibly a drop pod army) would withstand that.
Some days I wonder why I didn't just play Chaos instead of Loyalists. Tyranids can be fairly quick, between FoC, Leaping, and Winged units. Not -quite- as fast as 12" a turn, but they can bring everything right up into your face quite quickly.

And Raptors can pretty much never assault on the first turn, anyways..
Even with Infiltrate, they will only have an assault range of 18". You have to be over 18" away to infiltrate when within LOS to the enemy, and generally when you're not in LOS (infiltrating over 12" away), you won't be able to maneuver around enough to be in assault range.
