The above link. If I had some extra Cadian Normal Soldiers left over, could I use them as the crew and only buy the weapons? So basically, I only buy this:
Imperial Guard Heavy Weapons Sprue - Number: (99380105003)
And then I add two guardsmen on the base? Might that be the cheapest and effective way to get those expensive heavy weapons?
By the look of it, that weapon sprue seems to have a missile launcher, I think a mortar, lascannon, autocannon, and a stand to set it all up on. Doesn't seem to be missing anything (besides the crew).
Well, yeah but the problem is that the sprue only has a single stand for the lascannon/heavy bolter/autocannon and a single stand for the missilie launcher/mortar. So you would have to make three stands from scratch. But, yes it is indeed possible.
a heavy weapon is a piece of gear that guardsmen operate while still having lasguns. that's right, your heavy weapon team can fire two lasguns instead of thier heavy weapon(though they weouldn't want to). a heavy weapon can be seperate from the models firing it. you also do not have to have large bases with two men on them to use a heavy weapon.
i took pictures of some works in progress (click em).. some possibilities...
missile launcher equipped guardsman requires regular sized base only (really)
a mortar can be assembled on a regular sized base
you can get past the tripod stand problem (one per sprue) by using bitz you find to make a little bi-pod and mod standing guardsmen into guardsmen lying down in the prone position. this frees up a kneeling guardsman for a solo missile launcher or a kneeling guy with a lasgun or another weapon for something a bit different.
you could free up the large bases for heavy bolter with custom bi-pod and just have a lascannon or autocannon on it's own like some of the old pewter heavy weapons were
you could mod a heavy bolter to be held at the hip of a guardsman using the sling from the flamer and left handle arm that goes with the flamer or grenade launcher.
this would probably be toougher. i haven't tried it yet. i think i might when i get time.. green stuff/moddeling putty might be required big time
a tripod, autocannon, guardsman standding and two 25mm bases works
there's some more ideas out there in the forum but i can't remember them at this time.
you have or probably will have spare 25mm bases from blister packs
if you have the large bases, you probably would be better off using them for lascannons and trying to find ways to use the other weapons on single 25mm bases
best way to milk heavy weapons, IMHO, is to get the heavy weapon teams box of 3 teams.
just some ideas

I recently managed to squeeze 9 heavy weapons from one squad box. The missle launchers went onto normal cadian models, i.e. standing up, on the small bases. Then the lascannons were assembled on the tripods in the box. Lastly, I used the sandbags and drilled a hole for the post on the heavy bolter and assembled that. I haven't done anything for the mortar or autcannon, but the mortar could be assembled by itself without a gunner on a small base. I think if you had enough of those sandbags, you could perform the same drilling of the hole for the autocannon. When I get home, I'll try to take some pics and post them.

I model my HW on large bases with no crew. If I decide to use that weapon I'll just stand two guardsmen on the base next to the weapon.
Also, you don't have to have every weapon on it's stand. You can model it in the hands of a guardsman in the process of being carried or set up.
My blast template of S10 AP2 will toast all terminators.
This is how I solved the problem:
I based crew and gun on different bases so I can switch weapon teams from game to game without further ado:
I usually use the rocket launchers without any assisting gear bazzooka-style:
I admit the weapons look a bit heavy but it ain't so because all they are are hollow tubes and a firing mechanism.
Earlier on I used 1:35 scal WW2 gun carriages for a nice effect; also with the interchangeable crewmen:
My mortars are usually leaning against some sandbags.
And lately I used the mortar legs for the Heavy Bolters.
I basicly do what the others have said, i buy a box of three heavy weapons, and basiclly just convert guardsmen on regular bases. All the remaining weapons just get thrown on the shoulders of guards men or in the case of mortars i stick 'em on bases and stand the guys next to 'em like they used to do. Saves quite a bit of money ^^

Rheagar fought valiantly
Rheagar fought honorably
And Rheagar died.
As said above, missile launchers are easy to put on individual bases, however, with my heavy bolters, I bought a few 60mm bases and converted some free guys to be lying down, then had them holding the spare HBs. The arms I used were the spare sponson gunner arms off of the tank accessory sprue. Just as good as HW gunner arms, but without shoulder pads.
