Should you give your sergeants Terminator Honours?
Also what's good to use from the Armoury?
This is all determined by the purpose of the squad.
For example if you have a veteran squad you will almost certainly take some nasty power weapon, personal advice would be a power fist.
If your talking about tactical squads then it depends, if there acting as shock troops, say arriving fast in transport you might want a small assault edge. But all in all you should rely on tactical squads to be fire base or cover more expensive unit. As opposed to getting an expensive sergeant rely on dedicated assault units to do the dirty work.

It depends on their role.
If they are a close range fire support squad (keeps people from your devs) then give him the termi honors a combi plasma gun and a power weapon.
If they are in a rhino and rushing the opponent then give him a power fist against most armies however if you are playing guardsmen just go with more bolters and maybe a plasma gun or to thats enough to rip throuem.
On bikes always always up grade the sergent
In vet squads alwasys always they are veterans for goodness sake. Same goes for command squads
Good items powerfists are arguably the best wargear option.
I like the combi weapons for my shooty squads as well
And depending on your opponets the power weapon might be a good choice.

if your sergeant and squad are going up and close to the enemy, ALWAYS take a vetran, the extra Ld keeps you longer alive and armed with a powerfist he can grind anything.
a powerweapon is also nice if you have a smaller squad and can't afford it to have your sergeant striking last.
LC are to expensive for sergeants, better use them on your IC
as far as weapons in a firesupport take a combi weapon i prefefer combi-plasma gun or a strombolter.
There are tacticas in the Index of articles that deal with this topic. I will tell you that in almost every single situation, if your veteran sergeant will be in close combat, he should have honors and a power fist. If he wont see close combat, or isnt supposed to, its rarely a good reason to invest the extra points in him. There are a couple exceptions, but in general following this guideline will keep you in good stead. Read the powerfist article for an explanation why.

Efficiency VS Point Cost VS Ease Of Use - Your best bets:
1) Chaplain led Assault squad - 2 plasma pistols, powerfisted sergeant
2) 8 man Devastator squad - 4 missile launchers
3) Land Speeder Tornado - HB + AC
I'm starting to lean towards a Powerfist/stormbolter combo for my Vet sargents. Thats opposed to what I used to use BP/PF, after all I'm using the hidden Pfist for thwarting my opponets fm assaulting me. I still want my Vet Sarg to support the over all squad mission and my Tac teams are all about rounds on target.
As to the combi bolter I would think that the Combi/melta is a better combo.

2 more bolter shots is really a marginal improvement. if you feel it necessary to give him a gun, thrn make it a combi-weapon. you really want him to have a pistol though.

I will add to what some others have said; powerfist and boltpistol. I don't give combiweapons because if I paid for the power weapon (sword or fist) I want that extra swing each round of CC.
All my squads that I expect to see CC are upgraded, the gunfire support ones are not. Look at it this way, to put a storm bolter in a squad will cost the 15 points to upgrade the sarge. You may as well have another body with a bolter...

keep it cheap keep it simple, a power fist and pistol for assault based squads, no upgrades on any other sarg. As for the leadership thing a comander is cheaper and more effective, for as long as he is alive that is.

Commanders are great for morale and target selection and all, but....
As an Iron Hands player who uses the traits system, I do not have access to Commanders.
So for me, it pays to invest in a few more Veteran Sergeants - even in Devistator Squads (so they don't break and can better select their targets). I'll even spend a few points on a power weapon for them in case they get assaulted - or launch an assualt themselves (boy does that suprise my opponents!).
I'm not a big fan of combi-weapons (except for the Combi-flamer, maybe). As a one-shot wonder that may/may not hit its target, I find them a bit too expensive. I put them in the same catagory as the hunter-killer mssile.
