Greetings fellow L-O:ers!
There's a campaign coming up that I'm joining with my aspiring 1500pts IG army, and I'm fairly new to the gaming part of 40k. The people I'm facing in the campaign are well read but not everyone necessarily experienced. I'll be facing Space Marines(Dark Angels, Raven Guard, Vanilla), Chaos (Nurgle/Slaanesh), Eldar and Tau. There's most likely going to be a "silly" amount of Daemon Prices/Lords, Terminators, Characters, Tanks, Dreadnoughts etc.
Being new and all has made me ponder even more about the options available to me to take them down. I had a thought to take a Vindicare Assassin as a character slayer, but i was told that i needed to field a Witch Hunter retinue to have an assassin on the table. Is this for a fact, and if so, is it even worth it or can a squad of Ratlings do the job?
I did consider getting some Grey Knights for deep striking, but it could possibly be more interesting to field another couple of troops and/or some more heavy weapons.
I'll be fielding a Leman Russ and Basilisk, but is it possible to swap the Russ out for something else before some battles where it would just be cheap points, or do i stick with the army list throughout the campaign?
I read through the tactics suggestions for the different races, but i've still to find that "core army" that would get me through the clashes.
Anyways, i shall get back to my pipe and the forums in search for some more answers.

Yes, to field the vindicare you need also an inquisitor lord, that comes with minimum 3 henchmen. They cost a lot, they can also be very useful, you just need to plan carefully their role in your army. A ratling squad works well against low save targets ( demons, greater demons, c'tan ). Against power armor they are next to useless.
In most campaigns ive played, you have to stick with one army list the whole way through, but it depends on the organiser, as there are no set rules for how to run a campaign. With regards to the ratlings, i wouldnt go there against the opponents your playing.... Except an avatar their gonna be shooting at 2/3+ armour saves. And remember ratlings cant pick out a target within a unit like the vindicare can.... Oh and you can have a daemonhunter inquistitor instead (differant equipment options). Hope that was of use.
sniper rifles period are only really of use against high toughness monsters, specifically:

Generally you are required tyo stick tothe same list, but as others have said, it is a decision of the tourney organisers, for example at GCN darkstars weekends at warhammer world, you are usually required to fetch a 1500 points army and a 400 points combat patrol, you may fight battles on your own or as a double, the size of your force could be 400, 1500 or 1900 points.
It is worth noting that in a campaign as opposed to a tourney, generally forces will be split into 2 sides, you are probably on the same side as the loyalist marines and possibly the ledar and so are unlikely to be fighting against them

I've scrapped the idea of having a squad of Ratlings in the army, it seems i'd benefit more from another troop choice. On the question of the Vindicare i'm not all that sure. Being able to pick the targets to eliminate is useful, but not sure about the role of a inquisitor and its retinue. Any suggestions?
Atm it looks like the standard HQ setup with a JO [HI], 3plasma+1 lascannon, vox caster.
How does the Surveyor skill work though? Something similar to a Inq Lords Mystic spotting deep striking troops?
A Leman Russ BT [Smoke, H Bolter] and Basilisk [Indirect Fire].
A possible Inq Lord with retinue [3x servitors, bolters/plasma, 2x mystics, (sages for rerolls?).
Rest is a conundrum
In the command section two troopers are needed for the lascannon, one more for the vox, this would leave one plasma only. If you are goin to fight chaos i suggest daemonhunter inq. lord with psycannon, mystic, two heavy bolter servitors. The surveyor is used to spot and shhot enemy infiltrators before the start of turn one.
