When adding up the point cost for librarian powers how do you count the second power? If one was to replace the default power and add another, how does it work? Can you put down the more expensive power first and get a point break on it or do you count them both as second powers. For example power x is 30pts for the epistolarys second power, but only 10 for the codicer to replace as the only power. Power y is 3pts for the codicer to replace as the only power and 9 for the epistolarys second power. Can you take power x at 10pts and power y for 9 or are they 30 and 9 respectively, or perhaps 10 and 3 ? can someone clarify this for me.

That is something of a disincentive to use 2 powers, but thank you
From the top of page 26:
"...An Epistolery may take an additional psychic power at the second points cost listed..."
So the price listed in brackets is only for an Epistoleries second power. The first power costs the same as it does for a Codicer.

You can pay for your powers for the Epistolary as you please. If you look, you'll notice that the second cost for each power is three times the base cost for swapping it. This means that you'll always want to upgrade SotEW to the more expensive power and take the less expensive power as your second choice.
That is what I was hoping was the case, thank you guys.
