I'm thinking of starting a Space Marine Black Dragons army, really as a modelling project.
What is the fluff on these guys? I've looked through what's on the GW websitebut wondered whether there might be another source.
What sort of thing should I do as a start to such an army? I know I need the codex, so that will be my first purchase.
There's a short wiki mention of them here. There's an article on the Cursed Foundings floating around somewhere. One of the Chapter Approved books has them as well (someone who has their copies nearby will have to specify which book). And they're mentioned in WD in the Armageddon campaign stuff, around issue 250 or so.

Chapter approved has their rules in it. what sets them apart is that their abominations and assault squads get rending!

The old rules are obsolete and I don't think they ever were tournament legal anyway. An easy way to represent them is to use traits: take veteran assault squads with furious charge to represent the mutated marines. Blood Angel rules are also a possibility, though I don't precisely know what the Death Company would represent
I would go with Blood Angels rules as well. The one link with the black background even related them to the blood angels because they form a separate unit in their army like the death company. Or you could use flame falcon rules, i think this gives them a 5+ conmver save automatically. This could explain their toughness due to their increased bone density.
As for modeling them, I would maybe buy a box of skeletons if you have the money and but bones on their armor to symbolize the extra bone growth that their leaders are said to encourage.

I would use the BA rules for DC when your doing the Dragons Claw. But you should use gaunt arms. The Flame Falcon idea would not be a good idea(Not a flame so dont bad rep me) because even if a person had thicker bone a Las cannon would vaporize them. The falcons benefited from this because they had fire around which sometimes aborbed the energy. But you should use nilla marine rules because that is what they are.

I would use the traits:
"Blessed Be The Warrior" [to represent the Dragon's Claws - exceptionally dangerous Assault Marines]
"Cleanse And Purify" [to represent their ties to their parent Chapter - the Salamanders since they share a similar tactical dogma]
"Aspire To Glory" [they have trouble aquiring resources]
"We Stand Alone" [other Imperial Organizations will not ally with them for any length of time].
I think this is a great (legal) way to represent the Black Dragons.
