I have a dream, I see a large army on the horizon, concealed by the forest, kicking SMurf booty!
Bascially I have a problem in thinking about getting 40k i have gone from wantign to get:
Back to Smurfs
and now IG
What I want to do is have an army built around the theme of coming from the forest world Eden VII.
The army will have troops in forest camo, tanks and heavy weapon teams with camo nets and a tonne of snipers
So will this army be effective against other armies (especially SMurfs)?
Can I use Tanith snipers or are deathworld snipers better?

have you considered the catachans? i dont know what everyone else thinks about them, but they inspired me to make an all-jungle board which i think looks great.
the only thing is, they only seem to work well in jungle terrain, which is great for a theme-based army, but maybe not so for an actually fighting army.

Snipers are of no particular use against Space marines. Their real use is against things like Carnifex, Wraithlords and the like, which have very high toughness. Against space marines they wound like bolters and won't penetrate the armour.
A sniper heavy IG army is cool, just don't expect it to be useful against all opponents.
Personally, I'd use a normal IG list with doctrines rather than the deathworld list, due to the fact that, on a regular, unjungley gaming board, deathworlders are going to get maimed. Also, you can't take tanks, which you've said you want.
Special weapon squads with sniper rifles are not a bad option. Ratlings are a very good deal, but if you don't like the stumpy little freaks, a special weapons team with 3 snipers provides a decent option, with some ablative armour in the form of the 'spotters.'
As the others have said, Catchan rules will probably be of a great deal of use to you.
Snipers are of limited use and contrart to what others may have said, are not hugely effective in thick woodland
