My bid here is to land a shooting army with low to 0 counter assault power army, pray for pourly scenaries as the tournament will rule arround 200 tables the same day and try this heavy shooter army to clean enemy force and scale my way to best general .

Ok, first I've never played a shooty army in a tournament. But I have played very
shooty armies before. The two things I see that could really hurt you is...
One, your army has too many vehicals.
Two, your devastator squads should have 8 marines, not five.
The reason for this is vehicals go down too quickly. You have to have line of sight
to the enemy to fire and if you do...so does he to your tanks. I suggest using a
Whirlwind with Castellan missles. You can hind the Whirlwind behind buildings and
such and use the Castellan missles to force your enemy to stay in the middle of the
board. So all your heavy weapons will chew his army up.
Having 8 marines in your devastator squads will improve their chances of survival.
With 5 men it only takes a couple of wounds before your losing heavy weapons.
Also, I know you don't want any counter assault units but I would highly suggest
1 Jump pack assualt squad. If the enemy gets past your guns, the assualt squad
can keep them from reaching your lines.

P.S. In a 1,500 pt game, 2 Bibliothecaries is 1 too many. Use those points toward
another Devastator squad.

If you are going to go all "shooty" then I would booste your model count.
This means ditching the vehicles for more Marines and more bolters.
If you take "Scions of Mars" instead of "Never Dispair" you can add even more heavy weapons. Your Lbrarians with "Fury of the Ancients" are very expensive "Devistators" - if that is all you plan to do with them, then ditch them as well.
Speaking of heavy weapons - I would add at least two plasma cannons to your invenory to cramp the style of any deep strikers.
By upgrading your Sergeants to Veterans, you can better select your targets. Also, by giving them a power weapon or power fist they can fend off enemy assaulters more quickly (and more cost-effective than an Assault Squad).
Definitely fill up all youe heavy support options with devestators...they perform really well, don't die 1/4th as fast as vehicles, and shoot twice as much for not too much a higher cost...
And take the special rule where you cna have two heavy weapons in your reg squads. And give each tactical squad a plasma gun as assault weapon.
For a tournament I'd advise against a pure shooty force....Just because it is a pretty big risk
Stay with alot of infantry, as there will always be a dumb heavy bolter shot to the rear of your predator and BOOM. Marines are tough and will always be tough. Seeing 100 marines on the table is enough to make the opponent upset.
You might also want to consider a unit of Terminators....It sounds odd, but they can shoot excellently and no one wants to get into close combat with them, no one wants to waste the shots on them. Sit them down in cover with dual AC's and giggle. They are a scary little thing to put in some one's way, they can shoot at anything and expect a bit of success and if it comes down to it, they can move back and shoot, repeat.
Personally for a pure shooty army I'd just take tons of marines, devs and 2 Whirlwinds. One with veng and one with cast....You can force them into your shooting lanes. Once they are there you are going to have the upper hand. Lets say you were playing against orks...They are primarily CC, so take away the fast route to your troops with well placed mines. Make them walk into HB fire instead of getting a cover save. Throw one down at a bottle neck and soften them up...Throw it in obvious cover and mess with them that way...make them sit in your bolter fire.
If you have the points though, I really do suggest throwing atleast a few powerfists in there...It would atleast make them think twice about attacking a 8 man strong squad in cover...striking at the same time as that powerfist.. *shudder*
I play a mostly shooty SM army, and I went 3-1 in a recent in-store tournament, so I suppose I must be doing something right.
Definitely increase your model count -- I use between 20-25 tactical marines, and when I buy the models I'll swap out my assault squad and put in more tactical marines. Bolters are effective weapons against a LOT of basic infantry types, and having a lot of 3+ saves will come in handy.
I back my Marines up with only three vehicles -- a Land Raider, a Predatoar (LC and HB sponsons), and a Dreadnaught (Missile/LC with tank hunter). This gives me enough anti-armor power (all three of my vehicles can shred heavy armor), but enough punch to still take down infantry (frag missiles, HB sponsons, pintle-mounted storm bolters on all vehicles). My HQ is a Master upgraded for melee, and he's about the only assaulty unit I use much. I have a squad of Termies with an assault cannon, which pretty much rounds things out.
So in a nutshell, more tac marines, a few less vehicles, and some good mobile firepower should help. I"d post an army list, but I'm at college right now and don't have it available.
Well the plan is to Deploy my troops at the very edge of both of my area corners, I plan to leave the center of my deployment area empty so my oponent would need to decide towards what he moves his assault troops.
The tournament is been played with just 3 posible missions : NÂº 3, 4 and 5 in the rules book. All of them let you deploy in the large area of the table so I will be able to deploy in both corners always at least at 120 cm from the enemy.
From there my oponent will have to move his assaul units to me in a battlefield with low scenarios ( This big tournaments are usually low numbers of them) or risk to Deep strikes near a corner ( Dispersion can easily kill their whole unit).
Agains a shooting army I seriously doubt to face another army with so many 120 cm weapons as mine.
The land speeeder will give me all the movility I need to capture objetives, best way to win alpha missions anyway is still to empty the table of enemys
I do really can afford wounds, I take every hit that a predator get and dont kill him (from armor or lucky roll) as a wound and my marines do still have a 40% of them as wound, Its not the usual 50% that units with 4 heavy weapons 8 marines gives u , but still.
The risky bid here is to use the 2 librarians ... but fury of the ancients have proved itself a game winner in many games Ive played.
3 weeks ago I got ride of the 30% of an oponent army in the first turn just from the psichic power of my 2 HQ, the rest of my army took another 15% and he had to start his first turn with just 55% of his forces. I know its not gonna work always like that.... but still .... for 104 points the kind of disruption and potencial damage that this guys can create worth totally.
Anyway from what ive already read I have in mind the posibility of getting out a tank and 1 of the librarians for 2 more devastator squads.
Gotta test it thought, that would place my unit numbers over 45.
A regular opponant of mine uses this list and i have found it extremely effective, I dont have the fine points of it but it is fairly simple to use
commander, power weapon
3, dreadnaughts drop pods one maybe venerable
2, 5 man scout squads missile launchers
3, landspeeder tornados seperate choices
3, pred annihilators heavy bolters.
the dreads drop in and hide behind their pods then attempt to get into combat with troops or instant death characters
scouts provide support but stay well back from assault squads and can be placed to contest objectives with their infiltrate skill
the speeders and preds are your fire power gang up on a unit at a time with their mobility and turbo the surviveing speeders to grab objectives at the end.
it doesent look mutch and is maxed out in elites, fast attack and heavy support so doesent work so well in bigger games than 1500 but try it out , you will be supprised how well it performs.
