Im making a 1500 point SM army. I plan to use either a chaplain or a librarian as an HQ. Im planning to throw a jump pack on, termie honors and a bolt pist. I just dont know whether to use either the Chaplain or the Librarian. Advice please?

If you're planning to run him independently, the Librarian is probably your best bet since his powers can let him wreak all sorts of havoc. All the Chappie can do on his own is thwack 5 or 6 guys in assault.
If you're attaching him to an assault squad (I assume so), things are a little different. Either character can be fearsome working alongside the Assault marines.
The Chappie is the best value for the points, and between his own attacks and the awesome re-roll ability he gives the squad on the charge he can make an assault squad disturbingly powerful.
A Librarian costs more to equip properly, and he doesn't affect the squad much, but if you include his powers and special equipment, he can be a much more potent fighter than any other Marine character. Might of Heroes can see him pour out up to 9 attacks (or a powerfist Sergeant up to 7 attacks), and with a Familiar he hits at I6 (lets him go after enemy characters before they hit him) and has an emergency ablative wound if he really needs it (though he loses the initiative bonus if the Familiar dies). And don't forget that he's packing a Force Weapon, so he can instantly kill anything he's strong enough to hurt!
His other powers have all sorts of uses, and if used right, they can sometimes drive whole squads into retreat!
Sooo... Basically, it's your call. Either one can be great if used properly, and I'll often switch between the two depending on how I want to play any given game. Personally though - the Librarian's my favourite.
I would personally go librarian as he has some great phsycic powers. Also he has a force weapon. Just look at what a force weapon can do at the bottom of Wraiths post in his sig!
It all depends opn what you want to use him for. The chaplain is at his best in your configuration when working with an assult squad; they benefit greatly from the chaplain's special rules. The librarian is basically more of a supporting unit that can work well on his own but doesn't really add to squads in particular. He can join them for safety, but other than killing a few more in CC he doesn't add anything. The librarian is most dangerous with his ranged powers, pinning half armies with FotA or scaring them off with ForD. Yes, +1d3 attacks is sweet, but nothing substantial. The re-rolls to everything do add a lot, but doesn't extend to the squad.

He may be good, but everyone says to use the Chappie.
Corraly: Don't use him, everyone else will expect it.
Though this is the first time I've actually seen a VALID REASON (heart-attack) to use the Chap, the Librarian is still a favourite. An advantage to the Librarian is this: SotEW (Storm of the Emperor's Wrath). Deploy with the Lib having a clear L.O.F. at the bulk//HQ//core units of the enemy and pick them off first turn. At +3pts or +9pts for higher Libs, this is a very worthy attack.
But the Chap for the same price as the Lib could be armed with some very nasty stuff, he is fearless and will not back down. What's more this power spreads to any squad he's in (duh). And yes, the Assault Squad with a Chap in tow is very scary indeed. Two things come to mind though:
1)- Who says bladeofdeath3 is using Assaults?
2)- Any beardy squad crackling with omni-effective armament is practically shouting out "kill ME! MEEEE!!!!" The squad being fearless could be a bad thing if they're being slaughtered. I played against the Chap favouring Fraternity before, the comment I made was "Ooh, look at me, I feel no fear. I can't retreat nor would I choose t---" *dying scream noise* "Oh damn, I seem to be a little bit... dead."
The Chap sticks out like a sore thumb, that is his major weakness.
The Lib is ex-pen-SIVE!!! that is HIS major weakness.

Personally, I prefer a Librarian. It has awesome psychic powers, and can be equipped to be very powerful in close combat as well.
IF your not sure, and this is your first HQ, definately go with the chappie. Due to efficiency VS point cost, he will work out better in most situations.
If you are looking for a character to lead a squad, its the chappy again. Unless its a terminator squad, in wich case a librarien suits them better.
As a side note <E!_Mance> is wrong about SotEW. It is impossible for you to set the lib up within LOS and range of the oponent as the closest you can set up, evern with infiltrate is "at least 12" away" wich means that even if you cant eye the diofference, you will always deplot 0.00000000~1" to far to be in range.

Efficiency VS Point Cost VS Ease Of Use - Your best bets:
1) Chaplain led Assault squad - 2 plasma pistols, powerfisted sergeant
2) 8 man Devastator squad - 4 missile launchers
3) Land Speeder Tornado - HB + AC
I play with a chappie in my vanilla list, libby in my DW. I find the choice is determined not by the character itself but by the unit you want to use it with. As stated above, the chap complements my assault sqaud very well. With my DW, I'm not necessarily diving into CC ASAP, so I want a more ranged HQ - for this I go with the termie libby with FotD or FotA.
For both characters I favour going with the two wound version and exercising restraint on wargear. The effectiveness does not equate to the amount of points spent on them.
And finally, out of a sense of completeness, in my shooty list I go with the cheapest option of all. Captain with bolt pistol and power sword.
