Welcome to Librarium Online!
….lend me your ears And your accumulated tactical wisdom. If you have read my recent battle report, you know that I am fairly new to commanding a large force on my own (all other experience is as a smaller ally or borrowing other peoples troops). I am going to post what should be my 1500 point force for the mega battles that I participate in. Some background: the mega battles are typically at least 15 vs 15, forces of Order vs. Disorder, with mainly Space Marines and Imperial Guard representing Order, and Chaos/Traitor forces, Tau, Necrons and Tyranids usually filling out Disorder. Multiple tables are lined up, and two players from each force play on a table (so smaller 2 vs 2 games making up the larger mega battle). For whatever reason, I usually end up teamed with my friend Clint (my opponent in the battle report I posted) or another Space Marine player, and we face off against the same Tau and Necron players, both different in age but similar in experience (veteran players).
Note Number one: The Tau player typically fields two tank type skimmers (Railhead, ionhead, etc), two Devilfish APCs with Fire Warrior squads, a largish unit of kroot, and some Crisis suits (he has yet to field Broadsides). The Necron player typically fields several squads of Warriors, a small unit of Destroyers, a three toaster unit of Wraiths, a medium sized mob of scarabs, and then a Lord (though the last game featured him tweaking his list to allow a C’tan Nightbringer).
Note number two: My list is complete save for: the veteran sergeants with power weapons, the assault squad, and the last rhino. I intend to purchase these within the next two weeks. I’m thinking of tweaking the points to get a last heavy weapon for the Devastator squad (it only has three, because I only own three…).
Note number three: Fellow Blood Angel chaplains and captains, I am not necessarily asking for a shopping list. Rather, I am asking how to best utilize what I have against either Necrons or Tau. I realize I should not go into a mega battle assuming I will face a certain opponent, but I always end up drawing one of these two players, and usually they play as a team. If there is something you absolutely think I need to run out and buy, then say so. I need all the help I can get! Refer to my recent battle report for why the Tactical squads are not carrying heavy weapons. Also, Arturus is a five man squad for the moment because again, it's all I have. Perhaps I'll drop some things to make it full strength. Thank you all in advance. Units are equipped with "normal" kit unless otherwise noted (Tactical squad has bolters, chaplain has a crozius, etc).
Here is my current list.
HQ. Chaplain Caedfel (Reclusiarch). Jump pack, bolt pistol, Terminator Honors.
TROOPS. Tactical Squad Davidus (10 man). Veteran sergeant with power weapon, 1 with flamer, Rhino.

I can't help, but please remove the point costs for wargear items from your post. Having them there is against forum rules. It's okay to post the total cost of a unit, but nothing more specific.
Why do the survivors remain anonymous -- as if cursed -- while the dead are revered? Why do we cling to what we lose while we ignore what we still hold?
Name none of the fallen, for they stood in our place, and stand there still in each moment of our lives.

Done and done. My fault. So, does anyone have advice?
Perhaps I'm throwing too much information at everyone. I'll cut it down to just dealing with the Tau. How do I best use the above list against Tau? What do I absolutely need to drop, what do I have that will work well? I'm just asking for some advice from other Blood Angel players before I play my next game (which will be this Saturday). Any help would be greatly appreciated.
