i have narrowed it down to these three options.
or a Combi-Melta
Note:he will be getting into cc so i want something good at that range, also if i dont use the Combi i want to use the melta barrel part to make an inferno pistol so i need to know if that would be legal and if so i need some good specs for it.

It gives him an extra attack in CC, can be used more than once and its still powerful enough to stop most things.
I agree with The Outsider. Pistol weapson are far superior to bolters/stormbolters/combi bolters if you are trying to get your commander into CC. The reason for me saying this is that it will give you an extra attack in close combat, when combined with a CC weapon (power weapon, pf, etc). Further, I would suggest the plasma pistol as The Outsider did. Yes it can overheat, and yes you could conceivably kill yourself with it, but for marines thats alot harder than one might think, and definitely not a reason to disqualify the weapon. Its going to instant kill anything that it wounds (even 1-wound marines), and even gives you a quasi-decent chance of penetrating armour if needed.
What i would recommend for you commander would be the PP and a master-crafted power weapon....that would give you a powerful boost in CC with a decent amount of precombat firepower before hand.
Also, someone correct me if I'm wrong, but I thought the only chapter allowed to have Inferno pistols was the Blood Angels/BA sucessors.

deffinatly go with the plasma. I use alot of plasma in my DA army and I would say only once in the past hadfull of games can I remember losing a marine to it over heating.
no you cant use an inferno pistol. The only inferno space marines can use is the one used by the blood angel lord dante, otherwise inferno's are reserved for the ordo hereticus

Take the plasma pistol.
You will find this very useful and will in many situations help you to take off a wound or kill a target that you will be charging into.
Although you always run the chance of overheating.... :lol:
But with BS5 you are still going to hit more often then your typical marine and if you take artificer armour (a 2+ save) its not likely you are going to wound yourself.
well there is one thing:
If you're planning on getting stuck in CC it might pay off to buy the commander a lightning claw and storm bolter.
You'll never be getting the extra attacking unless u get another lightning claw and the re-rolls to wound tend to make up for the attack lost. Beside some good str 4 shots complimented by the rest of the squad is nothing to be sniffed at, esp when it is followed by a bunch of re-rollable str 4 power weps.
