In larger games when you are actually starting to have more than two squads per platoon and everything is getting spread out, getting a vox helps. In games around and less than 2000pts, putting Voxes on everyone comes to the equivalent of another squad of guys, carapace armor for your forward squads, cameleoline for your fire support squads, or better officers for your platoon command squads.
In short don't pick a vox unless you are playing maxed-army games and need more upgrades... But even in those games there are so many heroic/senior officers all over the place that the vox doesn't get used.
A veteran sergeant from what I hear in some list is pretty much the equivelent that and some of the other doctrines (iron discipline). Now if you stick your HQs out there where they can be hit they can be killed off fairly easily by a devastator or dark reaper squad or anything with an ordinance weapon. I took them across the board in my army but it is still pretty small. However, having a mech force I might be out of that magical 12" range when trying to get to an objective so I thought it was worth while.
