About half a year ago I started collecting Witch Hunters, mostly for the painting aspect of the hobby. I have never played Warhammer 40 K and I've never made an army list, but still I'd like to end up with an army that is useable, should I wish to pick up the gaming aspect of the hobby. However, I have no clue how to create an army list, at least not one that is relatively useable.
This is where you guys come in (hopefully) . Here is the stuff I already have:
HQ: Inquisitor Gideon Lorr, a canoness, a priest, an acolyte with a brazier, an acolyte with a mancatcher, a crusader, a Sister Imagifer.
Elite: 6 arco-flaggelants.
Troops: Two squads of ten Sisters of Battle, from the troops box set. These contain 8 battle sister, a flamer, a stormbolter and a Veteran Sister Superior with chainsword and plasma pistol. Thus, I have 16 regular sisters, 2 flamers, 2 stormbolters, and two VSS with plasma pistol and chainsword.

An Immolator/SOB Rhino.
The list needs to be a fairly all-purpose list, because I do not know yet what armies I will face. Probably space marines though.
There are some things that I am sure I want in the list. First of all, I do not want to convert my Veteran Sister Superiors, so they have to keep their plasma pistol and close combat weapon or eviscerator. Secondly, I'd really like to use my penitent engine and arco-flaggelants. And thirdly, I have not assembled the Immolator yet, I will probably magnetize it so I can turn it into an Immolator with any weapon on the fly, a SOB Rhino, or an Exorcist. Finally, while I would like to use most of the stuff I have in the army, I'm still very much up for expansion. If you advise me to get another exorcist or two more penitent engines that is certainly possible. I just don't want to buy stuff I will not use.
I hope you guys have some advice, it does not need to be an in depth army list but maybe just a rough draft from which I can get some inspiration.

hmmmm a playable list can certainly made with what you currently have.
I would do something like this with you list:
Cannoness: Blessed weapon, Cloak of St. Aspira, Bolt Pistol (possibly a jump pack, depends what you want)
Inquisitor: Power weapon, bolt pistol
Acotlye: Carapace Armour, Brazier of holy fire (Check points here, remmeber they already have a laspistol and combat weapon basic)
Acolyte: Carapace Armour, Mancatcher
Warrior: Plasmagun (These can be bought in blisters)
Warrior: Plasmagun (These can be bought in blisters)
10 Battle sisters: 2 strom bolters, superior w/ Evicerator, plasma pistol and a preist w/ power armour, bolt pistol, power weapon (check preist stuff, I've never used them, but it should be fine)
10 Battle sisters: 2 flamers, superior w/ Evicerator, plasma pistol
Rhino: Smoke Launchers, Extra armour
However I would add the following if you are willing to give more cash:
-One or two penitant engines to ensure they at least one or two get into combat, put them in the same squad. They make excellant combat fighters and cheap too.
-One or two exorcists, these are relatively cheap when compared to other battle tanks, also offers great long range support and if good against almost anything.
-(Preferance really here) Another Rhino for the second sister squad and two heavy flamer blisters. This way you can give a flamer and heavy flamer to each squad in addition to a transport to get them their quickly.
Persoanlly I don't use inquisitors, they tend to be just a fluffy thing to have around when I feel like it. But should you wish to give them a more important role I suppose you could turn them into a Lord and invest in some sort of transport to keep up with the rest of the army. A chimera isn't a bad choice as it's got excellant front armour and long range weaponary.

Veteran Sister Superrior - these come with standard Close Combat Weapon and not an Eviscerator (just to clarify what the chain sword on the model is). Some people might give you a hard time about using it as an Eviscerator, but I would not. Depends on who will you play with... If you want other weapons on them and do not want to customize yourself, check out the GW online store.
Melta guns - you will want to buy some blisters with those (or order them online). I'd say that Storm Bolters are best for Sisters on foot, whereas Melta Guns will enable you to take on enemy Armor. If you can drive up close in your Rhino, you can get 2D6 for armor penetration... Either way, they are AP1...
Almost every SOB army has some Seraphim. Tehy are your fastest moving troops. A box should be enough to start with.
As Heiromyo said, if you want to use Penitent Engines (these are cool models), you should try to have at least 3 in one Heavy Support Squad. They are not that hard to take down, and only move as Infantry (there is the extra move rule on them, but standard is 6") so it will be easier to deliver at least one into CC. And they are only 85 points or so, so not that bad...
Celestians (Elite Sisters) are a tiny bit better in CC. These are the same models, so if you paint a special trim on their cloacks or something, your next box of sisters could be used as Celestians. They can also body-guard your Canoness and count as part of HQ.
If you go with PE, you might want to consider Lord Karamazov - our Special Character Unit that serves as HQ - he might team up with the PEs. He also is a walker unit and can use the "mastercrafted" MultiMelta (24" range, 2D6 armor penetration within 12") to soften targets hitting the PEs...
You need to have a Priest in your army to deploy Arcos and PEs. Not every squad can take a Priest. Priests cannot be used on their own... They have some special effect on the squad that they join - check your Codex.
Immolator - even without magnetizing the guns should hold quite OK for some time. After that you can paint the contact points with pait to make them "tight" again. Works for me...
I'd say get the two PEs, get two meltagun Sisters, and maybe another Rhino and 10 Sisters box and start playing. After some time you will get a hang of the army and decide what is the most needed upgrade.
And don't listen to me there are more experienced players here, that helped me a lot when I was starting up...
