If my ally has a tele homer can I use his to get my guys down. Also if he is running a tele homer can i use it to get my pods in safely without a scatter?
Dunno about allies, but it only works for teleporting units: Terminators and models in Terminator Armour.

I think one may find the answer taking a fluff approach.
If you were a squad of Terminators, in mid-teleport, and are looking for that beacon's light in the middle of the swirl in the warp, do you think that you could tell the difference between your teleport homer and that Black Templar homer(<--just a random allied chapter.)?
So therefore, it would make sense that you can use allied teleport homers to guide your teleporting squads.
I smell a house rule! That would be the best way to take care of it. Set up a house rule with your buddies, as long as they don't care, I'd say go for it. It makes sense on a technical level, that any space marine homers would work with other marines. *shrug*
I dont see why it would be illegal.
There is nothing specifically which states you cant do it.
However, for say, tau to deep strike battle suits onto a telehomer would be pushing it.
Marines are trained to target the beacon, while a tau isnt.
So id say whilest your using the power between amries which include the teleport homer in there own wargear, thus all imperials + chaos, you should be able to share its effects, best thing to do would be to ask your tourney director.
