I am considering collecting a Salamander army. I own the Armageddon codex and it said that the marines get a -1 initiative. So with an initiative of 3, does that really affect anything like their combat capabilites, ect. Does anyone still use it anymore or did the rules get replaced when the new Space Marines codex came out?

Salamanders no longer use the army set out in Amageddon. They are now Trait Marines as detailed in codex SM, so you get I4.
You are no worse than SM in combat and can take 2 Assault wepons per Tactical Squad, quite an advantage for an assault/close up orientated army. If you want to theme it past that I recomend Melta type weapons as well as TH+SS Terminators. Dread's are good too.
However neither Assault Terminators or Multimelta's will win you Tournaments. An effective army can be a multi-spec weapon Drop Pod one.
