Nowhere in the codex does it actually state that officers, commissars, priests or sanctioned psykers are indipendent characters. Is this an oversight? The only way to make a commissar an indipendent character is to buy the indipendent commissars doctrine. Also if they are indipendent characters can they leave or join squads as desired? Are they able to be singled out in melee combat? A little clerification would be helpful on this topic for myself and my friends. All responses are appreciated.

3) You are correct, the only way to get IC Commissars is to take the Doctrine Independent Commissars. They operate exactly like other IC's and may leave/join squads as desired, are singled out in melee, etc. as per the IC rules in the BGB. The Advisors rule no longer applies to them.
