Me and my friends have a little debate on how this model is suppose to work..
I say the assassin only has one round of each type that can only be used once per game.. but my friends insist that he has a pocket full of each rounds, all he has to do is to declare which round he's using for that turn and he may reuse it all game long. Is that right?

hmmm no. The Vindicar assasin can only use one type of special bullet once. He can use all three types during the game (not in a single turn ) but once he used it he can't use it again.
The key words there is "one of each". If he had access to unlimited amounts of these bullets the sentence would be worded more like "During the shooting phase he may pick to fire one of the following..." or something similar. Words like "one of each" would be excluded from such sentences.
Just think of him (or her) as a normal sniper in respects of firing, with 3 "special" shots you can use in the game. So if the game is effectively 6 turns long, they can fire the three special rounds and 3 normal shots. One each per turn. Thats assuming the assasin doesn't get killed and they don't move :p
