Thank you any one who helps me in advance my brother is eleven and would like to play space marines. I would like to know what is a good place to start. I was gonna get him the battle force and a codex I would like to know what is a good army layout for a new player. And what specific army he should play i.e. blood angel space wolve (Im sorry I wasnt sure how to word the sentence).

Considering how "vanilla" Ultramarines are, they're usually a good chapter to start with.
I would reccomend buying him the Space Marine Mgaforce instead, as it offers more versatility.
As for the layout. ask your brother what kind of army he wants (shooty, CC based, etc....) and go from there.
a good balanced force is the following:
captain bolt pistol power weapon, iron halo, artificier armour, terminator honours and jump pack 141pts
10 marines plasma cannon and plasma gun 171ts
10 marines Missile launcher, flamer 166pts
6 assault marines with krak grenades, veteran sergeant with power fist and storm shield 185pts
5 devastators with 4 lascannons and seargeant with bolter 215pts
whirlwind with smoke launchers, extra armour and pintle-mounted storm bolter 93pts
total = 998pts what d'ya think? its a well balanced list it'll do well against most stuff hope this helps!
He has taken a liking to the space wolves he currently has 360 dollars what should he buy to get decent stading army with the wolves
-The rulebook unless you plan to share with him.
-The Space Wolf Codex and the Space Marine Codex, you need both.
-A hero character model. It doesn't matter which one, get one he thinks is cool. He can be a Lord, Battle Commander, etc. Whatever you want at the time.
-A Rune Priest model (you can field it in a variety of roles).
-A Venerable Dreadnought and get a plasma cannon arm and a missile launcher arm to go with it. That way you can vary the weapons.
-Four boxes of Blood Claw troops (they can be modeled as Blood Claws or Grey Hunters).
-Six Wolf Scouts
-One Predator, best to model it as a Predator Destructor with lascannon sponsons
-One to four Wolf Guard models in power army. Whatever models you like. They're sort of like verteran sergeants for Space Wolves.
-If you like heavy weapon troops get a box of Long Fangs, otherwise get three attack bikes/landpeeders.
That will be about $360. If you get a discount, or a good deal on a boxed army that has most of these troops, then you could get some more troops and Rhinos. I suggest playing a few games before buying much more so he gets an idea of what he wants.
Try a few battles at 750 points with just HQ and core troops, then add elites and heavies for some gradually larger battles. Spend a lot of time looking up each rule as you play each phase, that way he gets a good idead of what the real rules are. Sometimes veteran players inadvertantly teach new players bad habits that they thought were actually the rules.

Get your brother to get an army that requires some bloody skill to use, I know 11 is young to start a strategy game, but hey, if your gonna learn, learn friggen right! Get him into the Tau, the Eldar, or even Tyranids. Just some army that doesn't get Power Armor, and 4 Toughness on everything!

pandora, he already sed his little bro WANTS to start space marines so sayin that he should get an army that requires skill to play and win with is sorta stupid for an 11 year old who is new isnt it?

Thank you all for your advice I should be getting him his codex, Hq and two boxes of troops today. Im gonna see if I can get his pieces together so he can run a small demo with his army.
