Don't get mad, i'm a noob and am asking this on a serious level (not a inq ST sucks or something like that).
Just wondering why you'd choose to mass on storm troopers when you could just get sisters, which cost a couple more points a pop? and are tons better i think?
i realize how retarded this quesion probably sounds but im a nub what can i say.
Well, you can min-max them with a 5 man squad with 2 plasmagun... Plus, if you want a fluffy freak show list, sisters aren't really a good choice in my opinion...
There's two things that make IST's worthwhile.
Plasma guns and chimeras. Everything else, sisters will do better.

...and if you want to use Marines in your list for some reason, it's the only option.

...plus, as Boreas said - Sisters would not join some Inquisitorial armies full of radical Inquisitors, Penitent Engines and Daemonhosts (fluff consideratons). Did I mention that IST models are sweet and their Chimera can take an autocanon? And Again, you can have a minimal scorring unit of 5 ISTs (even without the Plasma Guns) for how many points??? Good for CoD battles to park in a building and hope that no one will assault

Yes, take them for plasma guns and Chimeras---- but don't sell Grenade Launchers short!

I primarily take IST to have a cheap pair of Meltaguns.
However, there are some weak options that you might specificly want from time to time.
WitchHunter ISTs can take free shotguns.
I prefer it to the Hellgun. For me, the shotgun is a little benefit.
You might even consider Frags.
It's also a nice way to obtain a (non-scoring) Chimera.
I am of the belief that a Chimera is a very nice Medium Tank.
I think it's far too expensive to be a Transport. I genearlly think that is a stupid idea to use something with 36" range up close, where it's 12 armor goes down to 10 when the side is revealed.
The Grenade Launcher is fine, as well.
A Str 6 weapon is often appreciated in a WH build.
(A DH Inquisitor pays 30 points for a 3-shot Nade Launcher, and he's non-scoring)
And if you expect to see Hoards (Orks, IG, Kroot, Nids), it can be thought of as a poor man's Missile Launcher. Multiple uses has a special value in all-comers lists.
In Cities of Death, where there's lots of buildings blocking LOS, as well as an abundance of 4+ cover saves, the "move-n-shoot" Nade Launcher makes a little more sense. It also combines nicely with Shotguns, allowing assault.
Sometimes, I charge my shotgun ISTs to keep them from being inevitabley shot to death. ANd if I know I'm going up against a superior CC foe with higher INit, I'll form them in a column, or inverted "T" to keep the ISTs from being killed in the first round of the CC. (Recalling that you can't be swept if there is no B2B contact beween the winner & loser).
Even just to get 2 cheap flamers in a stripped down RHino is not a bad idea against Nids or ORks. Let the Rhino blow up in the middle of a bunch of Genestealers.)
They are all subtle, "not-so-powerful" usages, but they are fairly cheap, and can be important at times.

how do you feel about IST in rhinos?
The Rhino is also a cheaper model to use when it comes to sheilding the squad from incoming fire when at the front due to it's more rounded armour....unlike that of the more expensive chimera with weak side and rear armours.

Armed with hellguns and a high ballistic skill, these guys can still give off their share of firepower. If Sisters arenâ€™t going to be your core then these will function just as well in their own way. While less cost effective than sisters they do have their own unique strengths which make them worth having along with sisters.
Basic equipment wise hellguns are rather low strength but the shear volume of shots provided in larger squads should compensate for the lose. Keep in mind that each Storm Trooper always has a Tagetter, this way you can use them to act as a guidance for other squads nearby when determining weapons range before declaring the shot.
Like Sisters of Battle, Storm Troopers also gain weapons upgrades for squad members. These come in four flavours; flamer, meltagun, plasmagun and grenade launcher. The flamer offers a higher strength weapon over hellguns which also has more coverage. Likewise with Sisters without a way of moving quickly the squad may find itself caught out before being able to fire this weapon due to range. An advantage with Storm Troopers is that they can be taken in squads of five, this would make the meltagun upgrade a little more viable as they can function as multiple small squads to deal with vehicles, again more useful if given a transport so they can catch up with tanks. Plasmaguns are the main advantage with this unit since the army lacks them; these high strength weapons can provide more than a single shot a turn, making these ideal for hunting down heavy infantry (Terminators, Tyranid Warriors etc). Lastly the Grenade Launcher, being an assault type weapon this is more useful when given to a foot moving squad over mechanised, this will make full use of the extensive range.
When picking weapons you can mix and match but the full strength of a squad is more apparent when equipped with unique weapons of the same type, this way they can concentrate on a single role and support the army this way.
Storm troopers can gain access to a transport with the choice of a Rhino or a Chimera. A Rhino is highly useful when looking for a cheap way to get to the front. This is the best transport to take if fielding small anti-tank squads. The Chimera offers more in long ranged support which would benefit the army as it lacks this.
If possible field Storm Troopers against lighter infantry as they wonâ€™t deal a huge amount when facing power armoured foes unless supported with hellguns alone. Use these with purpose in the army, with the sister dealing most of the anti-infantry you can dedicate these guys to another task such as having them focus in on a mission objective or hunting down a specific target with specialised weaponry. Best used as a support/side task unit than a front line trooper due to their armour.
