I see all the lists for WH as their troops with transports, I like my army with as little amount of tanks as possible. So my question is can u make a list without tanks ( excluding Pentien engins) and it would still be able to hold its own agients other lists in a tounry enviroment.
also i will be adding my space marines in too for fire support

you can do it. It's not my cup of tea, but the other guy at the shop I frequent who plays WH runs footslogger infantry.
He runs two blocks of 16 girls forward, with Storm bolters, if any special weapons. Anti-infantry Seraphim of 9 with twin flamers, two Exorcists, and a retributor squad.
He also tends to put an Inquisitor in with 2sages, and 3 HB or PlasCannon goodness. If he runs the Inq, he's usually got Asassins on the table also. Usually Eversor and 3 Death Cult.
He has success. It's a very different army than I run. I run Mech Inf. Other players still curse us both.... something about that accursed faith screwing them over or something like that.
I'd stick with WH list for your fire support. You can't mix SoB and SM. Besides, I'll take Exorcists and Immolators (Multi-melta or HvFlamer) any day. Tanks draw fire away from the troops. I find that with WH, the troops are what earn me the wins, the tanks are what get me there, then serve to distract the enemy.

Marines may not join a WH parent army that has any Adepta Sorritas units.

I never used a list that would not have at least one Rhino chassis - most of the time an Immolator or an Exorcist... I could see how two 16-strong SOB squads would work, but he still is using the Exorcists you said...
It's certainly doable, however you will need something for long-range anti-tank support (I assume the marines are there for that?).
Also, the lack of transport will mean that you will be very slow and struggle to capture objectives, especially in a tournament setting; I also don't know if IST (since you can't use sisters) are any good without a transport. Pursuant to that, you will also lose out on some good combinations that an Inquisitor in a transport could do.
Holding its own against other tournament armies, I'd say probably not. While Sisters and WH are a great army, unfortunately they will struggle against cheesed out Iron Warriors, Tau, or Eldar that are popular in tournaments.
I agree it can be done. Without any tanks, I think it will be very difficult to hold your own against most tourney-type armies.
Without tanks, all infantry, you can induct guard for long range bang. Moblility and capturing objectives will be a challenge.
Grey Knights are a possibility. I don't think I'd recommend it with a footslogger WH army. You need Anti-tank.
Deathwatch Kill Team as a HQ choice might work for you. nothing like Drop Pod fiery death to catch your opponent off guard when you've got footsloggers doesn't hurt. You can outfit them to fill an anti-tank role.
Inquisitor retinue with 2sages and a few Plasma cannon gun servitors might be a good choice for Anti-Tank.
Anyone with any sense will give wide berth to a retribution squad with Multi-Meltas, so those are out.
For my $.02 a floot slogger force is certainly an option. Many people have success with such a force. However, in a tourney setting, I do not think they would be successful. If you come up against any highly mobile forces(DE) or mobile shooty forces (tau) or even static guard, I don't think the Sisters will hold up well. The biggest reason is that in 4th edition, you can pass a leadership test and shoot any unit. Imagine having a foot force and having to go up against pie plates. Your unit is to big to roll SOM and your force has to get within 36" to negate something like a basilisk. That could be three turns of getting shot at.
The old days of screening are long gone. If you can sit back and have the enemy come to you, then you will have more sucess. I would honestly lick my chops if I played foot sisters with my mech force.
A rhino is a delivery system just like a drop pod, demon bomb or yes.... even foot slogging.. Effective range is 6-24"(with 6-12" our optimal distance) for our army. If you have to march across the board, you will take casualties. How many dead Sisters= a rhino? If you can march and lose 5 or less, then yes you saved points. However, a rhino also has the advantage for being a screen. You can do things like park in front of a hvy weapons squad and block LOS. Screen your other units like Arcos, Repentia or Seraphim. You can have 15 sisters without a rhino, or 10 sisters and have a rhino smoke and armor. Your mission is essentially the same. Survive to get into rapid fire range.
