I dont play any Marines any more, i found that it seemed like everyone has them. But I was wondering if the new darkangel codex is going to have a fallen angel section in the back with Sifer. He was always one of my favorate charcters but was disapointed to see that he didnt make it into the chaos list.
That would be pretty cool if Cypher and the Fallen Angels were in the New DA codex.
I'd keep an eye on the Rumors and Previews section for info on the upcoming Dark Angels codex.
That is a question going around now for a while. We probably won't hear anything until about 3-4 months before codex release.
He is a valid option though, that is tourny legal. I use him and the fallen. His updated 3rd Ed rules were printed in White Dwarf 280 (US). I bought it off of Ebay. Anything printed in White Dwarf is legal, unless it specifically says otherwise in it's printing.
Cypher probly won't be makeing it into the DA codex because, if my fluff memories serve me, he was the greastest enamy of the DA, so why would he be in thier codex. Thats like putting Abbadon in Codex: SM.

You are correct in that he is the DA greatest, and only true, enemy. But his sole purpose of being created, modeled and given his own rules, are for the DA, and no other reason. Really. It's my understanding, that the DA have their fluff about the Fall of half their chapter and the loss of their primarch etc. From that fluff, Cypher was "designed" and GW published him in White Dwarf.
He can only be included in chaos OR IG armies. But yet he doesn't appear in either army codex. To me, since DA have special rules for him and the Fallen, and he only exists because of the DA, just publish his rules in their codex. Heck they could do just as it's written in the WD magazine, explaining how he can be used only in Chaos or IG, and put it in the back of the DA book.
It's odd that he would be put in there codex, but where else would be best fit? Since he can be included in IG also.
I had hoped to see The Fallen as a back of book force in a similar way to Adversaries for Daemon and Witch Hunters.
However, although there has been no confirmation/denial as of yet there are alot of DA rumours floating about and none have much to say about Fallen.
At the moment expect a copy of Codex: Black Templars roughly edited with 'Dark Angels' mentioned occasionaly.

Adversaries would be a very good idea, hopefully like the WH codex with a few options to choose from.

As others have said, apparently there will be NO rules for Cypher in the new DA Codex. Intrigueingly, their is a rumour that a new Cypher model is on the cards. This begs the question why?
As far as the Fallen are concerned, I will be disappointed if there is at least some little update fluffwise (even if no rules) in the new dex.
Perhaps they will get their own mini battle book, or maybe a Chapter Approved. Current Cypher rules are quite old now, they are still useable but a slight moving on would be great.
