Alrighty, here's the deal:
This post is not about the ethics/acceptability of using one chapter's rules with your own name/paint scheme.
What is it about is the option for Ultramarines to upgrade a member of a tactical, command, or devvie (maybe) sqaud to a member of the honor gaurd.
From what I remember at work, they have power weapons, bolters, true grit, and other goodies.
Basically, is it worth it to add the extra "vet serge" to a squad? Or are they better off running around with Marnie fighting bugs?

im not an ultramarine player, but i could see the use in it, especially in a command squad as that would give you up to three power weapon toting models (vet sgt, champion, honour guard) in the squad which can also take furious charge.
In a tac squad im not so sure if i would take it, but it could probably compliment them well with a meltagun, vet sgt, and honoour guard making a decent melee unit.
Only thing I don't like about them is that they have bolters instead of bolt pistols, but the models do look sweet!
2000pts Orks 4-2-1
My issue is that Honor Guard cost WAY too much to be efficient.
They cost the same as a normal Veteran Sergeant and have the same stats. And your paying twice the points for the Honour Guard. And you aren't getting much for it. Plus, why does anyone need more than one Veteran Sergeant. For less you get a Powerfist and generally you don't need all the extra unnecessary equipment that an Honour Guard has.
I'd really only take Honour Guard (if I could) in games larger than 2000pts or if I wanted a REALLY fluffy list.
