I haven't played against that many IG armies but I happened to run into two very recently and both engaged in a very odd behavior. My infiltrating striking scorpeons had set up a little over 12" from their units as scorpeons are want to do.
However on their turn they advanced some of their models forward, toward the scorps to get in some rapid fire on them around the terrain they were behind.
The scorps would take a casualty or two. However on my turn they charge the guardsmen, massacre them and then move into contact with another unit a little behind the first, resulting in many many deaths by the end of the game as the scorps travel through their lines.
I'm trying to figure out why they didn't just stay put and shoot at something else. Then the unit could rapid fire at the scorps next turn, and they could use the squads heavy weapons in doing so! Also the scorps would take fire from other nearby units in this case.
Is it just a mistake on their part? Do most IG players think scorps can fleet of foot? Is there some docterin or strategy thing I could be missing (by the way both battle went my way by a fair margin).
sounds like they don't know the rules for those guys. or... they may have thought they had a good chance of inflicting a lot of casualties. only logical explanation
usually the only time i send guys up that close is when i need to do something drastic. like use my kasrkins to stop enemy from getting too close to my firebase.

Sounds like the player either didn't think, or had heard that Eldar were all fast and thought the Scorpions could fleet. Either that or they were impatient and wanted to shoot you right away
sounds to me like he was retarded as well. Although, I would have done exactly the same thing ;-)!
