For 5 man CC scout sqauds, what is better on the sarge, a PF or PW? PF would be nice to give them a little anti-armor support, but the PW would be nice to take advantage of the Furios charge (I). Any thoughts?

Entirely up to you.
It really depends on your play style. I'd say take the Power Weapon, as the scout armour won't protect you for long, so you want to get your attacks in as soon as possible.
Your call, mostly.
Really, large numbers is supposedly important (I dunno, Im tau) to Close Combat. You might as well not give em a serg. at all with such a small squad.
I'm with Steve and Drake. Don't take five-man close combat squads.
If you have the points free, get a power fist, but considering that scouts make poor tank hunters to start with and it's quite a fragile model to put an expensive piece of wargear on, I usually take power weapons, since wounding is rarely a problem and tank hunting I leave to a Devastator squad. Generally, power fists need large squads for screening, or else when worst comes to worst he won't be hitting at all.

As to the topic of BA scouts - i agree with what's been said. 5-man squads don't cut it, you might as well just have a bare sgt in the squad. I think BA scouts need to be at least 8-strong (well make the best use of Furious Charge) and a PW would be better than a PF IMO coz it's gonna be Str5 I5 if you get the charge and it's not such a blow if you decide to get the Vet. Sgt to DC.
They have carpace armor (4+ Arm.Save) which isn't bad, but still it makes you lose guys in 50% of the time in which the are wound. This instead of 33% in case of their power-armoured brethern. Thats a pretty big deal! You're going to need numbers to off-set this. Now, I would give you're sarge a powerweapon since it doesn't lower your iniative to zero (it says 1, but it actually hits later than I1 hits) and you have a bigger chance of hitting the opponent before you die. I wouldn't want to go tankhunting with these guys anyway and the already have S4 so I feel its a waste of points.
I agree with the idea of using a larger squad of at least 8. At that point, I'd outfit the sergeant with a power fist, since the Furious Charge would give him enough strength to put down a Wraithlord on a 3+. You always have the option of not using the power fist, giving him the ability to attack with his normal initiative and strength anyway. On occasion, I've used that option for my Terminators, and it's worked very well for first turn where they get the higher strength and initiative. I then use the power fists in subsequent turns to mop-up anything that's left.
Thanks for all the comments. The reason I only have a 5 man sqaud is because that's all the scouts I have atm Once I get more, I will use 2x8 man teams. I think with the extra scouts I'll get I'll just 2 PF and 2 PW ones, and choose to field which for different games Thanks again!
