Does anyone have 10 sniper scouts? And if you do, do they work very well, or are they just another unit on the field?
Taking 10 Sniper Rifles is probably too many points for what you're going to get out of the unit. The only time that I can see this being justified is if you must shoot down something huge like the Nightbringer quickly.
Snipers aren't nearly as good a general purpose weapon as you might think. They've only got average chances of hurting things and then they get blocked by armour saves. (if you're counting on pinning, they have to then fail a leadership test, too!) Generally, you're better off using plain old bolters.
So they're poor at killing infantry, but as Firedrake already pointed out, they hurt big stuff really well. So they're really only worth taking if you're expecting to face at least one big nasty fellow. 10 man squads (should be 9 snipers plus a Missile Launcher) are basically either a big waste or overkill unless you're facing lots of big stuff or really nasty big stuff.
try 9 snipers and a heavy bolter. they are cheap for what you get. they are really just a fire support squad. they can sit in cover anywhere for the whole game and shoot at anything with their 36" range. i think the sniper rifle is a real misnomer. they really arn't the one shot one kill you get in the movies. anyway, thats my 56 cents worth.
i use units of 9 sniper rifles and a missile launcher.
i find it's very effective. the more saves you force, the more saves people fail.
they tend to do plenty of damage. far more than a unit of 5.
if you have the points spare, go for it.

I would also rather take two squads of five Sniper Scouts than one squad of ten - twice the scoring unit, twice the targets when needed, and they can't die from one enemy squad shooting them.
