Firstly, is it legal to have both a Multimelta and AC in the same speeder? I found the codex description unlcear, though it seemed like you can, but my army builder program says I can't (but it wouldn't be the first bug I've found there).
Secondly, is it a good idea? Does it work well?
Thridly, a little background. This is not your standard SM force. I actually play GK, but was getting a little tired of the various holes that list has, so I'm doing SM base, but the list is actually going to be 80% GK.
For the base I have a Librarian (as the other HQs have SM specific support abilities, and I can always use the the psychic hood), and two 5 man scout squads with missles and snipers. I use PAGK and storm troopers for troops, my GK LRC becomes a reg SM LRC (cuz you can't use the DH heavies) but retains the GK heraldry, same thing with the Dreadnaught, which becoems venerable (and I have the slick forge world model).
For those of you who care, the SM are painted daemonhunter red and black, with forgeworld DH brass etch on them. I'm nominally calling them Relictors, though i have to research the fluff on them.
The whole point of the list is to seriously boost my anti-armor capabilities, the sniper squads add two missle launchers, for starters, and my dreadnaughts become more robust. I also have the stormtroopers in rhino, with meltas, that's also a new thing.
The speeder is there partly to just have something fast, to claim objectives, cuz while I have plenty of deepstriking stuff, only the ST rhino and LRC moves 12". It's also for the anti-heavy stuff. (vehicles+termies) Aything infantry the GK squads can pretty effectively kill.
I'm also doing the Land speeder in GK colors, which is less fluffy than making it in the relictor colors, but I figured I could use two of the forgeworld GK tank commander parts to replace the heads and torso of the guys in the speeder, and that was too awesome to pass up!

The way I read it is that only one weaon is allowed on it.:yes: Which I believe is the real rule for it.
Would a tornado be a good tactic for anti-armour? Not to sure because a bolt gun could take it down so not to sure if you would get that close to the enemy. But you probably could if you keep jumping it behind cover. Then you can make it like a trap in a way blast their troops down then when vehicles come through BAM!
So no you can't have both on it the way I read it.
Seeing as you're limited to two DH Troop choices in a list like this, I wouldn't bother with any IST. As to your first question:
No. The combinations you can have with a LST are:
- Heavy Bolter and Assault Cannon, or
- Multi-Melta and Heavy Flamer.
While I do not have my codex with me at the moment (wrong house), I am absolutely certain that for Codex (or traited) Marines, those are the only options available.
The Relictors are a chapter that were essentially corrupted by a radical daemonhunter, and a chance encounter with a daemonweapon. They hold many of the same beliefs as radical daemonhunters, so GKs would never ally with them; indeed, were they to encounter them, they would almost certainly attempt to wipe them out.
Which means you may want to reconsider that too

I belive (at present) that the Dark Angels landspeeders can have an Assault cannon/MM combo. I used to see that every once in a while at tournaments. Combining the best Anti armour gun in the game witht the best all arounder gun in the game is a great idea, iif not a little overkill. But still, taking down a Land Raider with an assault cannon is a neat trick....
