The last time the Relictors were officially mentioned (in any form of official publication) was during the Armaggeddon campaign, so the traits weren't around.
Officially I don't think they exist right now. But if you want to use them with traits use anything that reflects their (more or less) renegade status. So less tanks and terminators would work.
I looked into starting them but wasn;t too impressed by their special rules, so decided against it.

I'm just playing around with the idea as it would give me an excuse to field my Daemnhosts, they seem just like the army for this. I'm not starting to play them only to get an Initiative 8 Librarian..it has nothing to with it:sleep: .
jokes aside, I like their look and if I will get myself a loyalist chapter I'm leaning towards them, thay are just about as loyal as I can go.
The Relictors were (as I'm sure you know) a chapter that got 'corrupted' somewhat by a combination of a daemon weapon and a radical inquisitor...
There was a Chapter Approved article about them in UKWD.295, which featured some snazzy rules about including daemon weapons and some rather odd 'tainted' items in your 'loyalist' chapter.
Back then, of course, they didn't have traits, so that won't help; but, the background included should give you some clues as to what GW thinks you should have.
Otherwise, just choose whatever you want, and ask your opponent nicely if you can use the CA rules =)
