When is a good time to put terminators into the army into a list that's already full of uber expensive choices? It always seems like it might just be a better idea to stick more PAGK/FAGK squads instead... but alas i'm a noob.
When facing armies with few AP2 or better weaponry, it'd be a good idea to include Termies. I am thinking, specifically, of the Necrons - their WBB will be of little use to them once those high strength power weapons get into combat with them, and they will have trouble retaliating due to the good armour saves.
Their shooting will also leave a lot lacking, due to not having hardly any AP2 in the entire army. Tau are also another good bet, but I think Termies shine more vs. Necrons due to the fact that they are MEQs, and the DH Termies seem designed to eat MEQs for breakfast.
I'm with Lost Nemesis. GKTs don't enter my list until 1500 pts because, as you yourself noted, it's nearly always a more effective/efficient use of points to just get more PAGKs in your list instead at the lower points levels. (And even at 1500 pts, you really should keep your investment into GKTs relatively modest, about the same as you'd spend on a single squad of PAGKs.)
However, if you know you're facing Necrons, it's worth taking GKTs, even in games as small as 1000 pts, because they just don't have a good answer to them. What I do in games against which I know I'm facing 'crons, is just take the points I would normally plunk into my dreads, and convert them into GKTs. 'crons can blow apart armour with ease, but against heavy infantry they've got problems.
